Perennial litigant Hassan Male Mabirizi has sworn not to give up his plan of ensuring that House of Prayer Ministries International (HPMI) Pastor Aloysius Bujjingo and Suzan Makula Nantaba, his employee at Salt Media, are sent to prison over bigamy.
On January 21, Entebbe Court granted bail to Pastor Bujjingo and Makula, leaving Mabirizi angry. (Read story here).
Mabirizi had come to court ready to oppose Bujjingo’s bail application.

Following his disappointment in court, Mabirizi has written to the Chief Magistrate of Entebbe Court requesting for typed proceedings in complaint on oath of criminal case No.666 of 2021 (Uganda Vs Aloysious Bujjingo and Suzan Makula.
The lawyer has revealed that he intends to challenge proceedings and decisions made by Grade One Magistrate Stella Okwong Paculal in both the High Court of Uganda and the Arusha-based East African Court of Justice (EACJ).
“I am challenging the above proceedings and decisions both in High Court and East African Court of Justice hence the need to have the proceedings typed and certified for my onward transmission to the respective Courts,” wrote Mabirizi.
“I am challenging the proceedings and decisions of Entebbe Court presided over by Her Worship Stella Okwong Paculal both in High Court and the EACJC for being unlawful and procedurally improper. Bujjingo’s bail be cancelled and he be remanded to prison.”
VERBATIM: MAGISTRATE OKWONG’S DECISIONS THAT MABIRIZI IS CHALLENGING
I am the complainant/Private Prosecutor in the above case which proceeded in open Court on 22 day of December 2021 and 21 January 2022 before Her Worship STELLA OKWONG PACULAL.
On 21st January 2022, the Presiding Magistrate, among others:
a. Granted Director of Public Prosecutions (DPP) audience in Court in pendency of my Criminal Application No. 03 of 2022 to strike out DPP’s 12 Jan 2062 letter purporting to take over the case.
b. Granted Director of Public Prosecutions (DPP) audience in Court in pendency of High Court Misc. Cause No. 14 of 2022 which was attached to Criminal Application No. 03 of 2022.
c. Allowed a U-turn by Taking over prosecution of my case by Director of Public Prosecutions (DPP) without any Application made to Court.
d. Allowed amendment of Court own drafted Charge sheet by DPP’s agents
e. Considered my Criminal Application No. 03 of 2022 determined without fixing and hearing the same.
f. Denied me audience in respect of my affidavit in objection of granting the first Accused bail.
g. Granted the first accused bail in total disregard of my affidavit in objection of granting him bail.
