Suspect ‘Wanted’ Joan Kagezi’s Daughter, Stole Mother’s Phone for Installation of Tracking Device – Court Told as Kayihura is Linked to Assassination

KAMPALA, Uganda — In the months before senior prosecutor Joan Kagezi Namazzi was assassinated, a man identified in court as Calvin Jordan allegedly occupied an unusual place in the life of her family.

According to testimony before Uganda’s International Crimes Division of the High Court, Jordan was not known to the family as a security operative or someone connected to a criminal investigation. Instead, accused person Nasur Abdallah Mugonole claimed Jordan gained their confidence by presenting himself as someone interested in a relationship with Kagezi’s daughter.

Mugonole told the court that the relationship allowed Jordan to remain in contact with the family from 2010 until Kagezi’s death on March 30, 2015.

The testimony offered a dramatic new account of events leading to the killing of the former Assistant Director of Public Prosecutions, who was shot near her home in Kiwatule, a Kampala suburb, almost a decade ago.

Mugonole, one of three men currently facing trial over the murder, told the court that Kagezi’s mobile phone was stolen before the assassination and later became part of an alleged surveillance operation.

He claimed Jordan took the phone and handed it to former Flying Squad commander Nixon Agasirwe, who allegedly delivered it to former Inspector General of Police Gen Kale Kayihura at his residence in Ntinda.

Mugonole further alleged that the phone was later given to a man identified as Lieutenant Francis, who installed a tracking device with serial number 3250 to monitor Kagezi’s movements before the device was returned to her three days later.

The claims, made during Mugonole’s defence, have not been proven in court.

But they formed part of a broader testimony in which Mugonole alleged that the assassination was the result of a wider operation involving several individuals, including former senior security officials.

A Murder Plot and Alleged Chain of Command

Kagezi was killed while she was handling several sensitive criminal cases, including terrorism-related prosecutions.

Appearing before a panel of four High Court judges, Mugonole said he knew about the plan to kill Kagezi but denied taking part in the actual shooting.

He instead alleged that police officer Hamisi Kakaire carried out the shooting and that the gun used in the attack had been supplied by Agasirwe.

Agasirwe is separately charged over Kagezi’s murder alongside Abdul Noor Ssemujju, also known as Minana. Their case remains pending before the High Court after investigations were completed in December 2025.

Mugonole told the court that his role had been limited to collecting intelligence on those involved in planning the assassination and passing information to a person he identified only as “Green.”

He also alleged that former police chief Kayihura played a central role in the operation that ended with Kagezi’s death.

Mugonole named several individuals he claimed were involved, including J.J. Odong, Hamza Kagame, David Muhamuzi and another person known only as Kayanja, whom he described as an intelligence operative.

Documents, Money and a Disputed Allegation

According to Mugonole, Kagezi personally knew him and had documents that allegedly linked Kayihura to violent activities and illegal firearms dealings.

He claimed those documents angered the former police chief.

Mugonole told the court that Kayihura allegedly offered Kagezi Shs1 billion in exchange for the documents, but she refused, saying she planned to hand them to President Yoweri Museveni.

He also said Daniel Kisekka Kiwanuka, who was initially accused alongside him but later became a prosecution witness, told him while they were both in prison that Kayihura had financed and directed the operation.

Mugonole further claimed that Kisekka introduced him to Agasirwe.

Earlier Testimony and the Road to the Killing

The court previously heard testimony from Kisekka, who pleaded guilty, entered into a plea agreement with prosecutors and received a 35-year prison sentence after becoming a state witness.

Kisekka told court that he had known Mugonole, John Kibuuka and John Masajjage since childhood, and that the three had worked near bakeries in Kalerwe before he joined the Uganda People’s Defence Forces in 2002.

He testified that after military training, Kibuuka allegedly encouraged him to abandon the army, acquire firearms and return to Kampala, where they later became involved in robberies targeting motorcycles and financial institutions.

According to Kisekka’s testimony, he was later approached with an offer of $200,000 to participate in Kagezi’s killing because she was allegedly interfering with Muslim-related cases.

He told court that Kibuuka did not reveal who wanted Kagezi killed but said the weapons would be provided.

Kisekka testified that days before the murder, he visited Mugonole’s home in Nabweru, where he prepared two guns that would allegedly be used in the attack.

On March 30, 2015, he said the group gathered under a mango tree in Kyebando, where Kibuuka distributed a firearm and magazine and gave each member Shs500,000 as an initial payment.

The group then travelled on motorcycles towards Kiwatule.

Kisekka testified that when Kagezi stopped her white double-cabin pickup truck to buy fruits near Kiwatule Church, Kibuuka signalled the group before allegedly shooting her twice.

He said a shot was fired into the air to scatter bystanders, after which the group escaped through Nsooba and Kanyanya.

The following day, Kisekka said, the group travelled to a traditional healer in Kayunga District for rituals they believed would protect them from arrest.

Years of Searching for Suspects

Investigators took nearly eight years to identify and arrest all suspects linked to the case.

Court records indicate that Masajjage fled to the Buvuma Islands after the killing, where he allegedly lived under the name Brian Mubiru while working as a shoe repairer and boda boda rider.

He was eventually arrested in Wandegeya in August 2023.

Kibuuka and Mugonole had already been arrested, convicted and imprisoned for unrelated offences committed after Kagezi’s murder.

Kisekka was arrested in Luwero in October 2023 over an alleged theft case. While in custody, investigators linked him to Kagezi’s killing, leading to his cooperation with prosecutors, guilty plea and eventual sentencing.

Defence Begins

The three men currently defending themselves are John Kibuuka, also known as Musa, who is held at Kigo Prison; Nasur Abdallah Mugonole; and John Masajjage, also known as Brian Mubiru, Badru or Congo, who are held at Kitalya Maximum Security Prison.

Two weeks before Mugonole’s testimony, a panel comprising High Court judges Dr Andrew Bashaija, Duncan Gaswaga, Joyce Kavuma and Richard Wejuli Wabwire ruled that the prosecution had presented enough evidence for the three accused to answer charges.

The trial is expected to resume in September 2026, when prosecutors will have an opportunity to challenge Mugonole’s allegations through cross-examination.
