SEED SCHOOL TEACHERS’ JOBS CIRCUS: Confusion as Parliament Moves to Block Recruitment Over Corruption, Bribery

The Ministry of Education and Sports has come under fire over the recruitment of teachers and non-teaching staff for seed schools at secondary level. The seed school teachers’ jobs circus is expected to continue as Parliament accuses the Education Ministry of disregarding its directives.

During the plenary session on Thursday, January 9, 2025, Bugabula North MP Maurice Kibalya told the House that despite Parliament referring the matter of the recruitment of teachers and non-teaching staff to the Education Committee, officials at the Ministry of Education and Sports had allowed the Education Service Commission to continue with the process of recruitment during the Christmas period and thereafter.

“There was an issue concerning recruitment of teachers in seed schools and you referred the matter to the Committee of Education, but during the Christmas season, the process continued and recruitment is going on,” Kibalya submitted.

“We need guidance because you referred the matter to the Committee of Education, we haven’t received the report from the Committee but recruitment is still ongoing, teachers and schools are wondering what is happening next.”

In response, junior minister for Higher Education John Muyingo told Parliament that pausing the recruitment of teachers and non-teaching staff for the 115 seed schools would affect their operations.

“It is true we have advertised and people have started applying. So the process of recruitment started. I don’t know what comes from the Committee really, I don’t know what the Committee is doing about it, but for us, we have continued according to the program,” Minister Muyingo responded to Kibalya’s concerns.

“We are trying our best to be fair to each and everybody. People were using money to access the payroll and the schools are opening tomorrow and if we halted this exercise, this means that these schools will not be able to operate well.”

But Speaker Anita Among shot down Muyingo’s argument, asking him, “You disregarded the decision of Parliament. Haven’t they been operating before?” She has tasked the Minister to prepare a report on the issue.
