Junior minister in charge of children and youth affairs Balaam Barugahara Ateenyi has advised NRM CEC election losers to go and rear pigs using Parish Development Model (PDM) money.
This week, the ruling National Resistance Movement (NRM) is holding elections for members of the Central Executive Committee (CEC).
A number of incumbents have lost NRM CEC elections while several candidates also failed to make it. The elections were fiercely competition with billions reportedly spent by some corrupt politicians – read candidates – to bribe delegates.
Some losers have been complaining of how unfair the electoral process, with some warning that the ruling National Resistance Movement will lose its moral authority to govern if its leaders like Museveni do not rein in some corrupt party leaders, including those at the secretariat. Now, Minister Balaam Barugahara Ateenyi has advised the NRM CEC losers to seek PDM funds and start rearing pigs.
“Those who have lost should go home. There other better projects you can do. They can go and benefit from PDM money,” Minister Balaam Barugahara said after the election of top NRM CEC leaders on Thursday, 28 August 2025.
“Whoever has lost, you can go and get PDM money. Go and get that Shs1m for PDM and invest in poultry or piggery, and start earning.”
It should be remembered that a whole parish gets Shs100m – the same amount given to each MP as a bribe for passing the controversial and unpopular coffee and UPDF bills; something that left many questioning the priorities of the NRM government, as reported Here and There.
Balaam Barugahara also celebrated the victory of Jonard Asiimwe Akiiki over cabinet colleague Dr Chris Baryomunsi as NRM vice chairperson for western Uganda, saying that the position belonged to Bunyoro since Maj Gen (Rtd) Matayo Kyaligonza held the same before Baryomunsi beat him in the 2020 NRM CEC elections.
