New KCCA Executive Director Sharifah Buzeki is Reckless and Has Zero Leadership Skills, Says Isaac Ssemakadde

Uganda Law Society (ULS) president Isaac Ssemakadde has expressed displeasure at President Yoweri Museveni’s decision to appoint Hajat Sharifah Buzeki as the new Executive Director of Kampala Capital City Authority.

Ssemakadde suggests that the new KCCA Executive Director Sharifah Buzeki is not qualified to hold the big office given how she handled the case of former Makerere University lecturer Dr Stella Nyanzi.

Hajat Sharifah Buzeki, then an assistant commissioner, human resource management at the Ministry of Public Service, was the chairperson of the committee Makerere University’s Appointments Board instituted to investigate Stella Nyanzi and her disagreements with Prof Mahmood Mamdani of the Makerere Institute of Social Research (Misr).

Buzeki ruled that Stella Nyanzi’s “willful insubordination or disobedience and refusal to take lawful orders constitute grounds for disciplinary action.”

Now, reacting to news of Sharifah Buzeki’s appointment as the KCCA ED, ULS boss Ssemakadde punched holes into her leadership skills, using the handling of Stella Nyanzi’s case as an example.

“Just heard that Sharifah Buzeki is the new KCCA ED. [I] can’t believe it! She was a disaster in her handling of the Dr Stella Nyanzi case—breaching Makerere University policies,” wrote Ssemakadde, Nyanzi’s lawyer for many years.

“Zero leadership qualities, reckless and unfair. Not the kind of person we need in charge of KCCA.”

State House confirmed the appointment of Buzeki as the new Executive Director of Kampala Capital City Authority, and she is expected to replace Frank Rusa who has been acting ED for months following the sacking of Dorothy Kisaka over the Kiteezi landfill tragedy. (See Details Here and There).
