KAMPALA, Uganda — The Uganda Prisons Service (UPS) has announced one of its largest promotions and deployment exercises in recent years, elevating more than 200 senior officers and carrying out a series of appointments, transfers and leave assignments across the country.
The changes were announced by Commissioner General of Prisons Can. Dr. Johnson Byabashaija in Service Orders Part II, dated June 23, 2026, following decisions taken by the Prisons Authority at its 46th meeting held on April 30 at the Ministry of Internal Affairs Boardroom.
According to the service orders, the promotions were made in accordance with Articles 172(3), 215 and 217 of the Constitution and Section 10(c) of the Prisons Act, 2006.
The sweeping exercise affects officers across multiple ranks, including promotions to Assistant Commissioner of Prisons (ACP), Senior Superintendent of Prisons (SSP), Superintendent of Prisons (SP), Senior Assistant Superintendent of Prisons (SASP) and Assistant Superintendent of Prisons (ASP).
Among those promoted to the rank of Assistant Commissioner of Prisons are Maureen Ninsiima, Henry Kidega, Bryan Corr Mbaziira, Onesmus Bitaliwo, Innocent Draville, Ben Nyanzi Nicomedie Ahimbisibwe, Robert Naimuli, Deogracious Ogwapit and Alfred Nuwatuha.
The promotions come at a time when the Uganda Prisons Service continues to expand its responsibilities beyond traditional prison management, including rehabilitation, vocational training, agriculture and industrial production aimed at supporting inmates and reducing operational costs.
The elevation of dozens of officers to the rank of Senior Superintendent of Prisons is expected to strengthen management and operational oversight at regional and institutional levels. The beneficiaries include Job Turyamuhaki, Latif Mayamba, Josephine Nakakawa, Hassan Walangalira, Denis Omech and Moses Byaruhanga, among others.
Another significant group of officers was promoted to Superintendent of Prisons, a cadre that forms the backbone of middle-level prison leadership responsible for prison administration, security management and inmate welfare.
The largest category of promotions was recorded at the level of Senior Assistant Superintendent of Prisons, where more than 130 officers were elevated. The list includes officers drawn from different regions and prison establishments across the country.
In addition to promotions, the service announced several key appointments and transfers.
Stella Salume Atoo, who was promoted to Superintendent of Prisons, has been transferred from the Prisons Academy and Training School (PATS) to Ssaza Prisons as Officer in Charge. She replaces caretaker Kenneth Rubangakene.
Ezra Mucunguzi was appointed District Prisons Commander (DPC) for Kyenjojo following his return from leave, while Joseph Peter Ogwang was appointed Staff Officer for Lira.
Other transfers include David Togo from Masaka Main Prisons to Arua Main Prisons and Joseph Okello from Adjumani Prisons to Masaka Main Prisons.
The reshuffle also affects officers returning from leave, many of whom have been assigned to new stations and administrative responsibilities.
The service orders further directed several officers to proceed on accumulated leave pending a decision of the Prisons Authority. Those affected are Peter Muhekyi, the District Prisons Commander for Gulu; Howard Akampulira, Staff Officer Mid-Central Region; and Karim Nserunkuma, Staff Officer Ibanda.
In his remarks contained in the service orders, Byabashaija congratulated the promoted officers and urged them to maintain professionalism and dedication to duty.
“Congratulations to all Officers who have earned promotion. Your dedication, discipline and unwavering commitment to the Service are commendable. You are encouraged to maintain the highest standard of professionalism and aim even higher,” the Commissioner General said.
He also encouraged officers who were not promoted to remain focused and continue working diligently.
“For those who have not earned promotions this time around, don’t be discouraged; with continued discipline and consistent performance, advancement will surely come,” he added.
The transfers and leave arrangements took immediate effect, with senior administrators directed to facilitate handovers and deployments without delay.
The latest promotions represent a significant organizational restructuring within Uganda’s prison system and are expected to influence leadership, operational management and service delivery across prisons nationwide.
