Uganda Police and Prisons New Salary Structure 2025-2026: See Who Earns How Much Every Month

In the Uganda Police Force (UPF) and Uganda Prisons Service (UPS), senior officers have had their salaries raised. The new enhancements have altered the Uganda Police and Prisons New Salary Structure 2025-2026. In this report, The Pearl Times will show you how the Uganda Police and Prisons New Salary Structure 2025-2026 now looks like.

Until July 01, 2025, police and prisons officers at the ranks of Commissioner, Senior Commissioner, and Assistant Inspector General of Police (AIGP) were earning differently in terms of salary amounts.

Starting this financial year, they will all be earning Shs12.75m every month.

In the past two years, the government has made deliberate efforts to raise salaries of police and prisons officers – some of the categories the Museveni regime considers essential. (See Details Here and There).

Given the insufficient resource envelope, the government has opted for salary enhancement in a phased manner.

It appears that due to the fact that they are few, top ranking officers in Uganda Police Force and Uganda Prisons Service have had their salaries enhanced more significantly compared to low ranking officers, some of whom still earn below Shs1m.

While the salaries of officers at the rank of Assistant Commissioners have risen from Shs1.6m to Shs3.8m, and  Superintendents’ pay from Shs0.99m to Shs2.05m, officers at low ranks like Police Constables have had their pay increased from  Shs466,000 to Shs 583,000, while Special Constables’ salaries have risen from Shs375,000 to Shs469,000.

The pay rise for this financial will amount to Shs57bn.

“The government continues to fulfill its commitment to enhancing the salaries of all public officers in a phased manner. Accordingly, UGX 57 billion has been allocated for salary enhancement,” said Public Service Ministry Permanent Secretary Catherine Bitarakwate Musingwiire in Circular Standing Instruction No. 01 of 2025.

Public Service Minister Muruli Mukasa said government was on its way to fulfill its medium term salary enhancement targets.

“We are now entering the second phase, focusing on covering all remaining staff. With this progression, we are on track to meet 77% of our medium-term salary targets,” he said.
