Districts whose students have benefited more from the students’ loan scheme administered by Higher Education Students Financing Board have been revealed.
Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) has unearthed glaring disparities on the number of study loan beneficiaries per district since the scheme was put in place about a decade ago.
Cosase, whose chairperson is Nakawa West MP Joel Ssenyonyi, has considered the Auditor General’s report on the financial accounts and reports of the Higher Education Students Financing Board (HESFB), which administers the loan scheme, for the year ending June 30, 2022.
The report indicated that Karamoja and Sebei regions were the most disadvantaged when it came to beneficiaries of the loan scheme while districts from Central and Western Uganda benefited most.
Parliament has now called on government to address the discrepancies in award student loans so that all regions can benefit equally.
Meanwhile, the HESFB has announced it will not receive applications for the 2023-2024 cohort of the loan scheme due to lack of funds.
Parliament has also been concerned with a decision by some universities to withhold transcripts of study loan beneficiaries after government delayed to clear the funds.
