Uganda’s President Yoweri Museveni and the German Ambassador to Uganda, Matthias Schauer, have held talks amidst growing diplomatic tensions, The Pearl Times has learnt.
The meeting at State Lodge Nakasero in the capital Kampala on June 13, 2025 happened on the same day that Patriotic League of Uganda (PLU) supporters of first son and Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba protested outside the German embassy.
The protesters are cuing in on allegations by Gen Muhoozi and the national army, the UPDF, that Ambassador Schauer is engaged in subversive activities and meddling in local politics.
The Friday protests were peaceful. Protesters had the protection of police and carried placards emphasizing the sovereignty of Uganda.

A statement from State House Uganda confirmed the meeting said the president and the ambassador had “a strategic discussion.”
“The meeting focused on exploring ways to enhance collaboration in key sectors such as trade, investment, technology, sports development, among others. The two leaders reaffirmed their commitment to strengthening the longstanding partnership between Uganda and Germany,” read the statement in part.
“President Museveni emphasized the importance of partnerships based on mutual respect and shared development goals, highlighting Uganda’s commitment to sustainable progress. Ambassador Schauer thanked President Museveni for the warm reception and the opportunity to engage in a meaningful dialogue, expressing optimism about the continued growth of Uganda–Germany relations.”
Later, Museveni said that he and Ambassador Schauer “had a productive discussion regarding mutual interests between our countries.”
Finer details from the meeting remained scanty but German Ambassador Schauer previously complained about the conduct — statements and actions — of CDF Gen Muhoozi.
During a stormy meeting in the northern Uganda city of Gulu recently, Museveni’s younger brother (Muhoozi’s uncle) Gen Caleb Akandwanaho aka Gen Salim Saleh told Schauer and other European envoys that he could only apologize on behalf of Muhoozi but had no control over his social media posts, especially those on microblogging site X, formerly Twitter.
“He [Gen Muhoozi] is a new type of… he is a Gen-Z, I think. That one we have already tried. He even attacked the Human Rights Commission [UHRC], but it is not a big issue really because for him, he is outside us (National Resistance Army-NRA). You know there was the King’s African Rifle, then the Uganda Army, then UNLA, then NRA and now UPDF,” Saleh told the envoys.
As The Pearl Times reported, following the meeting, Muhoozi apologized to his uncle Salim Saleh and announced a ceasefire against the ‘bazungu,” but threatened a former government spy who criticized him during the meeting. (See Details Here).

Previously, the CDF Muhoozi-led UPDF cut defence ties with Germany over ‘subversive’ ambassador allegations, as reported Here.
The announcement to suspend defence ties with Germany was made after after the UPDF, through its then acting spokesperson Col Chris Magezi, alleged that intelligence reports indicated that Ambassador Schauer was engaged in funding rebel groups plotting to remove Museveni from power. Before the ‘suspension’ of defence ties between UPDF and Germany, Muhoozi had issued threats to sanction against EU envoys, warning them to stop playing with fire by meeting opposition leader Robert Kyagulanyi aka Bobi Wine and other NUP leaders. (See Details Here and There).
This is not Muhoozi’s first diplomatic row with western envoys. Months ago, Muhoozi accused US ambassador to Uganda of disrespecting his father President Museveni, and of undermining Uganda’s sovereignty.
