The Parliamentary session of 19th April 2023 was mainly about Uganda’s diplomatic relations, during the time I followed up proceedings on the media. Speaker after speaker underpinned the importance of Uganda’s relationship with other countries, especially our trade partners.

The URA will now forcefully require tax payers whose input tax credits exceed their output tax credits by UGX 5million and above as provided for under S.42 (1)  in the VAT Act to claim for their input. Initially, taxpayers have been at liberty to claim for this refund at their point of convenience.

We came up with a proposal, which we intend to forward to government for a 45 km by 20 km City in Nakasongola along the shores of Lake Kyoga. With a 7 km bridge/road across the lake to access the Eastern Route and a 10 lane highway and High Speed Rail to access Kampala.

In a few days our mighty parliament of Uganda passed the controversial Homosexuality Bill. This is not the first of it’s kind the first being in 2014 that was later overturned by our Court of Laws. On top of that, it’s not the first bill our parliament, out of emotion’s, pass Laws for other purposes outside the public eye. 

The requirements by financial institutions, whose checklist must be met 100 per cent, the licensing authorities, and now the NSSF Act which requires that all employees must be registered with the Fund, make starting a new venture out of consideration for young people who do not have a lot of cash on them.

HOMOSEXUALITY: I once shared a story when I was at the law school, about the Enguli Act. The Bazungu (Whites) had introduced it in the 1950s. And 20 or so years, there wasn’t a single prosecution or conviction. So when Prof. Kiapi asked, why, it was an easy answer: there were never any EXHIBITS to produce in Court! The Waragi was drunk on site. And what was left would be consumed at the Police Station and the rest by Court clerks and probably the Grade 3 Magistrate.

More critically, the law is as stupid as it is going to be redundant. It is stupid because it is passed on the basis of protecting Ugandan morals. But you cannot legislate morality and enforce it using state diktat. Morality would be best left to families and religious institutions. Besides homosexuality is not the only “immoral” problem Uganda is facing.
