The Salary Structure for 2025-2026 Financial Year has been released. According to Circular Standing Instruction (CSI) No. 1 of 2025: Salary Structure for Financial Year 2025/2026, the wage bill has risen.
An allocation of UShs. 8,554,565,115,786 has been appropriated for the wage bill in the Financial Year 2025/2026, according to the circular issued by Public Service Ministry Catherine Bitarakwate Musingwire.
This represents an increase of UShs.724,724,060,158 from the wage bill of Financial Year 2024/2025, which amounted to UShs. 7,829,841,055,628. PS Bitarakwate explained that the wage for FY 2025/2026 has been determined based on a number of considerations.
These include staff in post as of 30th June 2025 in accordance with the recommended staff list by the Auditor General following the Special Payroll Audit and Headcount Exercise, recruitment of Heads of Department in Local Governments, recruitment for newly constructed Schools and Health centres funded under Ugift.
Regarding the implementation of the circular, PS Bitarakwate noted that the Circular Standing Instruction did come into effect on July 01, 2025.
“The purpose of this Circular Standing Instruction is to communicate to Responsible Officers and the Service in general the Salary Structure for FY 2025/2026 for implementation,” noted Bitarakwate.
“Responsible Officers are required to communicate the contents to all Public Officers for their information and/or compliance.”
