Political leaders in Uganda’s local government will enjoy a salary increment starting with the 2026-2027 financial year which begins next July, the line minister has told parliament.
Local government minister Raphael Magyezi says President Yoweri Museveni wants his directive for the enhancement of local government leaders’ salaries raised starting in the next financial year.
Responding to a petition by the Uganda Local Governments Association (ULGA) and the Urban Authorities Association of Uganda (UAAU) on service delivery gaps, Minister Magyezi saluted political leaders in local governments for their patience and assured them that they would soon have smiles.
“Appropriate facilitation and pay of duty bearers is a statutory obligation. Unfortunately, the Local Government political leaders across board, are poorly paid and facilitated. We commend them for their patience, selfless service and sacrifice to the country,” Magyezi told Parliament on Tuesday, 09 September 2025.
“H.E. the President has directed that the remuneration of political leaders be enhanced, with effect from FY 2026/27. This will cover all Local Council leaders, starting with Local Council Chairpersons up to the District/City level.”
The minister added that he would soon present a cabinet paper on the remuneration of local government political leaders as directed by Museveni.
Magyezi also spoke about the recruitment of enough staff for local governments, noting how staffing levels have improved over the years.
“Adequate and well trained staffing is a sine qua non (indispensable condition) for efficient service delivery,” said Magyezi.
“There has been improvement in the staffing level in the local governments, including the new cities, but we are not yet at 100%. Whereas we were at 52% on average in 2019, the current staffing is at about 70%.”
He said there would be continued engagements with line ministries on the wagebill for local governments.
“The Ministry shall continue engaging Ministry of Public Service and Ministry of Finance, Planning and Economic Development to improve the wage bill of all local Governments. This week, the local Government Accounting Officers are carrying out wage analysis of their respective areas together with Ministry of Public Service,” he noted.
“This should result in realistic wage for critical posts, so that we have substantive’ officials recruited to fill the vacant posts.
He added that there have been some milestones in recruitment processes as a way of fast-tracking the need to fill posts.
“Furthermore, Ministry of Public Service has put in place measures to expedite approval of requests of the Local Governments to recruit and the Public Service Commission quickly handles requests to appoint District Service Commission Members. This should result in less delays in the recruitment of staff.”
