President Yoweri Kaguta Museveni has made fresh adjustments to the proposed Cabinet list that had earlier been submitted to Parliament for vetting and approval, according to a statement issued by the Presidential Press Unit (PPU).
In a statement released on Thursday, May 28, 2026, the PPU said the President had “made slight changes to the proposed list of Cabinet Ministers earlier submitted to Parliament for approval.”
Under the new changes, Justine Kasule Lumumba has been appointed Minister of Information, Communications Technology and National Guidance.
The statement further announced that Jane Ruth Aceng Ocero had been named Government Chief Whip.
“The changes include Hon. Justine Kasule Lumumba being appointed Minister of Information, Communications Technology and National Guidance, while Hon. Jane Ruth Aceng Ocero has been appointed Government Chief Whip,” the statement said.
The communication was issued by the Presidential Press Unit under the Department of Press and Public Relations at State House.
Museveni had dropped Hamson Obua and picked Justine Kasule Lumumba for the Government Chief Whip, but The Pearl Times understands that relevant laws require that the Government Chief Whip be an elected MP subscribing to the ruling party, the National Resistance Movement (NRM) in this case.
Kasule Lumumba, a former NRM secretary general, is not an MP.
