LIST: The Men and Women Who Organized Museveni Swearing-in Ceremony

The successful organization of President Yoweri Kaguta Museveni’s 2026 swearing-in ceremony on May 12 was the result of a coordinated national effort involving over 120 officials drawn from key government institutions, security agencies, and the ruling party structures. The national organizing committee, chaired by Haji Yunus Kakande of the Office of the President, brought together a diverse team tasked with delivering one of Uganda’s most significant state events. In this report, we look at The Men and Women Who Organized Museveni Swearing-in Ceremony. 

At the helm of the preparations was Haji Kakande, serving as Chairperson, alongside a strong backbone of officials from the Office of the President. These included Alice Muwanguzi, Emmanuel Walani, Betty Mutesa, Monica Edemachu, Sadat Kisuyi Ibin Edrisa, Gloria Mwenge, Hadija Wegosasa, Walter Aceronga, Fredrick Mugisha, Evelyn Atuhaire, Rauben Mwebembezi, Tonny Mulambe, Nathan Gessa, Mellon Arinaitwe, Joan Ayebare, Caroline Meri, Ronald Sekyole, Olivia Namukose, Justine Naiga, Claire Katusiime, Sharon Hasahya Namwirya, Emmanuel Odong, Brenda Ayot, Hilda Nekesa, Aisha Naamala, Moses Ocuna, and Hassan Matovu.

The committee also drew significant logistical and political coordination support from State House and the National Resistance Movement (NRM) Secretariat. Key figures from State House included Eric Fagayo, Annet Nakamya, Gorret Nazziwa, Jackson Abigaba, Godfrey Rugongeza, Mariam Namayanja, and Josephine Atim, while mobilization and political oversight were reinforced by NRM Secretariat officials such as Amb. Barbara Oundo, Hon. Emmanuel Lumala Dombo, Hon. Rosemary Seninde, Maj. (Rtd) Awichi Pollar, Dr. James Tweheyo, Adea Ouma, Collins Bukenya, Hon. Jane Alisemera Babiiha, Hon. Jacqueline Kyatuheire, and Francis Ochakachon.

A wide range of ministries and government agencies played critical roles in ensuring smooth operations, including the Office of the Prime Minister, Ministry of Works and Transport, Ministry of Local Government, Ministry of Health, Ministry of Water and Environment, Ministry of Lands, Housing and Urban Development, and Ministry of Trade. Technical and administrative personnel such as Eng. Dr. Timothy Tibesigwa, Henry Lubega, Agaba Edwin, Brenda Kasabiiti, and Stephen Ssali were instrumental in infrastructure and transport planning.

Security arrangements were handled by a robust team from the Uganda Police Force, Uganda Prisons Service, and intelligence agencies. Senior officers including CP Al Haji Basalirwa Jamar, CP Abraham Betongyeza, SSP Scovia Birungi, SP Harriet Akujo, and AIP James Ngobi coordinated policing efforts, while Benjamin Ngabwah and Doreen Asimwe Kazoora represented the Uganda Prisons Service. Intelligence support came from ISO and ESO operatives, including Gwennie Kategaya and Rebecca Kankunda.

The Uganda People’s Defence Forces (UPDF) and the elite Special Forces Command (SFC) were also heavily involved in securing the event. Senior military officers such as Brig. Gen. Gerald Ahimbisibwe, Col. Moses Musinguzi, Col. Philip Mugizi, Lt. Col. Frank Murema, and Maj. Alex Rusika oversaw defense and high-level security coordination, ensuring the safety of both local and international dignitaries.

Diplomatic coordination and international relations were managed by officials from the Ministry of Foreign Affairs, including Amb. Charles Ssentongo, David Wamono, Marvin Nyanzi, Dennis Kalikola, Juliet Kabonesa Kibirige, and Abubakar Hirome. Their role was crucial in hosting foreign delegations and ensuring Uganda’s diplomatic protocols were upheld throughout the ceremony.

Other institutions such as the Electoral Commission, Judiciary, Kampala Capital City Authority (KCCA), and Entebbe Municipal Council also contributed to the event’s success. Officials like Julius Mucunguzi from the Electoral Commission and Emmanuel Mukiza from KCCA helped align electoral and urban management considerations with the ceremony’s logistics.

Behind the scenes, a dedicated secretariat led by Rehema Nakirunda, alongside Mataaga Ali, Ritah Kayemba, Hellen Barungi, Jackline Atukunda, Judith Nampurira, Tridah Musuya, Cecilia Jane Apiny, Olivia Agasha, and Jennifer Nabushuwu ensured coordination, communication, and documentation were handled efficiently.

Additionally, support staff including B.C Kayondo, Sam Gyagenda, Martin Ariko, Frank Kabonge, Isaac Mayanja, Lamanzani Mbiro, Jonathan Biryomumaisho, Amos Muhangi, Fatuma Babirye, and Isaac Gwanyi provided essential operational assistance that kept the preparations running smoothly.

The scale and diversity of the organizing committee reflect the national importance attached to President Museveni’s swearing-in ceremony. It was not just a political event, but a demonstration of institutional coordination, state capacity, and the collaborative effort of hundreds of Ugandans working behind the scenes to deliver a historic occasion.
