RDCs RESHUFFLE: Presidency Reveals When New List Will Be Released

The Office of the President is preparing changes among Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), their deputies and assistants, with some officials expected to leave their current stations.

The changes will also target commissioners whose performance has fallen below the expected standards, according to the Permanent Secretary in the Office of the President, Hajji Yunus Kakande.

RDCs and RCCs are presidential representatives in districts and cities, respectively, and serve as a link between the central government and local administrations. Their responsibilities include monitoring the implementation of government programmes, coordinating central government activities and reporting on service delivery and other developments in their areas of jurisdiction.

They also have a political and administrative oversight role, including monitoring the implementation of government policies, mobilising communities to participate in government programmes and promoting coordination among government agencies. RDCs are expected to keep the President informed about developments in their districts and help ensure that government directives are implemented.

Deputy RDCs, assistant RDCs and their counterparts in cities support the principal commissioners in carrying out these functions. They may represent or assist the RDC or RCC in monitoring government programmes, coordinating activities and following up on service delivery, depending on the duties assigned to them.

With most of the RDCs, their deputies and assistants staying in office for the past five years in the term that ended in 2026. For the term ending 2031, some new faces will be brought on board and some fired.

Kakande made the revelation while responding to an appeal by Rakai Resident District Commissioner Sarah Kiyimba, who asked to be transferred from the district, citing hostility from some politicians following the 2026 general elections.

“I am suffocated in Rakai; I request to be transferred to another district,” Kiyimba said.

Kiyimba’s difficulties with some political leaders in Rakai have previously attracted the intervention of senior NRM officials. Last year, NRM Vice Chairperson Haji Moses Kigongo helped reconcile her with some MPs from the district.

Kakande assured Kiyimba that the Presidency would consider her request and seek a calmer station for her.

“My daughter Kiyimba, we shall look for a calm district where we shall place you; some of the problems you are raising are not of your own making,” he said.

Despite the political tensions she cited, Kiyimba has received praise for her performance. During his tour of the greater Masaka region as part of a campaign against corruption, Local Government Minister Balaam Barugahara described her as one of the best-performing RDCs.

Kakande also congratulated commissioners whose districts and cities elected NRM flagbearers, including President Yoweri Museveni.

Beyond the RDC and RCC changes, the Presidency is also preparing to transfer civil servants who have stayed in their current stations for extended periods.

“The process to transfer majority of civil servants both in central and local governments is going to be effected soon.”

Kakande indicated that the reshuffle will also provide an opportunity to replace commissioners whose performance has not met expectations.

“We shall have other options for non-performing RDCs/RCCs,” he said.

The Presidency has now provided a timeline for the changes.

The reshuffle of RDCs, RCCs, their deputies and assistants is scheduled for October, with the new list of commissioners expected to be released during the month.

The exercise will form part of a wider government transfer process involving long-serving civil servants in both central and local governments.
