President Yoweri Museveni’s government has increased Secondary School Science Head teachers’ Salaries after they complained for at least two years since the salaries of science teachers were increased, The Pearl Times has confirmed.
The increment of science teachers’ salaries, to Shs4m monthly, in 2022 did not only create disparity with arts teachers but also with head teachers.
Head teachers and deputy head teachers, both arts and science, have been earning lower than the science teachers they supervise. A deputy head teacher has been earning Shs 1.7 million monthly while a head teacher’s salary has been Shs 2.35 million.
Now, the salaries for science deputy head teachers and head teachers will increase. The Ministry of public service has issued an addendum to Circular Standing Instruction (CSI) no.14 of 2024; revised schedules 4-a and 5: salary structure for FY 2024/2025.
Also benefiting from the revised salary structure are lower-ranked personnel in Uganda Police Force (UPF) and Uganda Prisons Service (UPS).
“This is to inform you that Schedule 4A: Salary Structure for Post Primary Teachers (Secondary School Teachers) and Laboratory Staff in Secondary Schools for FY 2024/2025 as well as Schedule 5: Salary Structure for Uganda Police Force and Uganda Prisons Services (includes Legal, Scientists, Professional and General Category except Health Professionals and Aviation) for FY 2024/ 2025 have been revised effective July 2024,” explained Public Service Ministry Permanent Secretary Catherine Bitarakwate Musingwiire.
“The amendment provides for a revised salary for Secondary Schools Science Head Teachers, Scale U1E and Science Deputy Head Teachers, Scale U2 as well as lower ranks in Uganda Police Force and Uganda Prisons Services from the rank of Sergeant of Police/ Sergeant Warder/ Wardress, Scale U6 UP to Special Police Constable, Scale U8.”
PS Musingwiire added that government has scrapped the science allowance after the increment of salaries.
“You are further informed that effectively July 2024, the Secondary School Science Head Teachers and Deputy Head Teachers will not earn the Science Allowance,” she noted.
“The Ministry will automate the revised salary structure on the Integrated Personnel and Payroll System as well as the Human Capital Management System.” According to the amended salary structure, a Secondary School Science Head Teacher (U1E-SC) will now earn Shs 6.5 million, up from Shs 2,350,000, meaning the monthly salary has increased by Shs 4.1 million.
The salary of a secondary school science deputy head teacher has risen by Shs 2.8 million – from Shs 1.7 million to Shs 4.5 million, monthly.
For police and prisons, the salary of an Assistant Inspector General of Police or Assistant Commissioner General of Prisons (Professional) has increased from Shs 2.3 million to Shs 6.4 million. That of a Senior Commissioner of Police or Prisons (Administrative) has risen from Shs 2.08 million to Shs 6.4 million.
An Assistant Commissioner of Police or Prisons (Administrative) will earn Shs 3.3 million up from Shs 1.69 million every month.

It should be remembered that the increment of salaries has been slowly created a crisis in Uganda’s education as some science teachers opted for early retirement to get juicy retirement packages, but Museveni came out and told them to forget the huge packages if they want to leave early, as reported Here and There.
