Kampala — A warning by Gen. Muhoozi Kainerugaba that a cabinet minister is “dangerously close to being arrested” has intensified scrutiny of Maj. Gen. (Rtd) Kahinda Otafiire, following his blunt exit remarks accusing senior police leadership of resisting directives and shielding internal problems.
Muhoozi did not name the minister. He referred instead to a figure who “claimed he is a leopard” and had “condemned the great officers of Crime Intelligence.” The language has been widely linked to Otafiire, who recently left the Ministry of Internal Affairs after a tenure marked by visible friction with the Uganda Police Force.
“A cabinet Minister who claimed he is a leopard and condemned the Great officers of Crime Intelligence of Uganda Police, has provoked lions enough and is dangerously close to being arrested,” wrote Muhoozi.
The remarks have turned what was already a tense ministerial transition into a sharper exchange between senior figures in Uganda’s security and political establishment.
Otafiire made the comments during his handover to Prof. Ephraim Kamuntu, saying he had repeatedly pushed for internal changes within the police but encountered resistance.
“Like the promotions. How many times have I called for promotions? I want to promote this number. And they would say ‘we aren’t ready,’” he said.
He also suggested that key information had not been fully shared with him while in office.
“They thought they were hiding information from me,” Otafiire said. “But they don’t know I am an intelligence officer. I knew all that was going on.”
In separate remarks, Otafiire warned against alleged misconduct within parts of the security system, urging oversight of operations linked to Crime Intelligence.
“Please don’t tolerate any form of extrajudicial killings especially by some few rogue officers in the Crime Intelligence Directorate,” he said.
Neither the Uganda Police Force nor the Ministry of Internal Affairs has issued a response to Muhoozi’s statement or Otafiire’s remarks.
The exchange has exposed recurring friction between political oversight and operational control within Uganda’s security institutions, where authority over policing and intelligence often overlaps in practice.
Otafiire has previously rejected Muhoozi’s idea of succeeding Museveni, and even responded to reports that he wants his own son to challenge Museveni’s soon for the presidency. (See Details Here and There).
