Presidency Minister Babalanda Mourns Makindye RCC Mark Baingana

The Minister for the Presidency, Milly Babalanda, is leading government officials mourning the death of Mark Baingana, the Deputy Resident City Commissioner (RCC) for Makindye Division, describing him as a disciplined and dedicated public servant whose work contributed to peace, security and improved service delivery.

Baingana’s death was confirmed on Monday, August 3, by colleagues in the Office of the Resident City Commissioner. Fellow officials said he had been unwell in recent weeks, although the exact cause of his death had not been officially disclosed by press time.

His passing has sent shockwaves through the Office of the Presidency and among leaders in Kampala, with tributes continuing to pour in from colleagues and public officials who worked alongside him.

In a condolence message released on Monday, Babalanda expressed profound grief over the loss of the Makindye deputy RCC, saying the news had deeply saddened her.

“It is with deep sorrow and a heavy heart that I received the sad news of the passing on of one of our staff, the Deputy Resident City Commissioner for Makindye Division, Mr. Mark Baingana,” she said.

The minister conveyed condolences on behalf of the Office of the Presidency, her family and herself, extending sympathies to Baingana’s relatives, friends, colleagues and the people he served throughout his tenure in Makindye Division.

“On behalf of the Office of the Presidency, my family, and on my own behalf, I extend our heartfelt condolences to the bereaved family, relatives, friends, colleagues in the Office of the Resident City Commissioner, and the entire people of Makindye Division,” Babalanda said.

She praised the late Baingana’s commitment to public service, saying he carried out his responsibilities with dedication and professionalism while remaining focused on promoting peace and ensuring government services reached the people.

“The late Deputy RCC served the people with dedication, discipline, and commitment to upholding peace, security, and service delivery,” she said.

Resident City Commissioners and their deputies represent the President in districts and cities, where they oversee government programmes, monitor public service delivery and coordinate security matters alongside other government agencies.

During his time in office, Baingana was part of the leadership team responsible for supporting government programmes in Makindye Division, one of Kampala’s five administrative divisions.

Babalanda also prayed for strength for Baingana’s family and colleagues as they come to terms with his death.

“We pray to the Almighty God to grant strength and comfort to the bereaved family during this difficult time, and to grant the soul of our departed colleague eternal rest,” she said.

Drawing from Scripture, the minister reminded mourners of God’s promise to comfort those in grief, quoting Psalm 34:18: “The Lord is close to the brokenhearted and saves those who are crushed in spirit.”

She added: “May his soul rest in eternal peace.”

Burial arrangements had not yet been announced by the family or government officials by the time of publication.
