Allen Kagina Refused to Apply for Ministry Job after UNRA Scrapping – PS

Allan Kagina refused to apply for ministry job after UNRA scrapping, an official from the Ministry of Works and Transport has said.

Uganda National Roads Authority (UNRA) was one of the agencies that were scrapped and its functions placed under the Ministry of Works and Transport. By the time of rationalization of UNRA, Allen Kagina was the Executive Director.

According to Waiswa Bageya, the Permanent Secretary of the Ministry of Works and Transport, revealed that Allen Kagina, did not apply for any job at the ministry.

Bageya says that up to 1,254 former UNRA employees asked for jobs in the ministry.

The permanent secretary was answering questions as he and his team appeared before Parliament’s Public Accounts Committee. The questions related to the 2024-2025 report by the auditor general.

Mawogola South MP Goreth Namugga wanted to know why the the Ministry of Works and Transport did not give Kagina a job after UNRA was scrapped.

“She did not show interest,” Bageya told Namugga. “She knows [why she did not apply].”

Namugga even argued that the reason Kagina refused to express interest in any of the jobs at the Ministry of Works and Transport was because of low pay.

But Ibanda North MP Xavier Kyooma agreed with Bageya, speculating that the reason that Kagina did not apply for ministry jobs may be personal.

“Maybe that one depends on an individual because the Executive Director of Uganda Road Fund [Andrew Naimaye] took it up,” submitted Kyooma.

Of the 1,380 staff that UNRA had, most of them had been absorbed into the Ministry of Works and Transport. According to the ministry, those who have not been absorbed did not express interest in working at the ministry.

According to Bageya, that the ministry needs an additional Shs5.2bn to pay outstanding terminal benefits to former UNRA staff. Up to Shs63.5bn had been received for the terminal benefits, with about Shs306 bouncing back due to wrong account numbers and names.
