
Allen Kagina, the former and last serving executive director of the now disbanded Uganda National Roads Authority (Unra), has landed a new job.
Kagina has found her new job in the education sector.

The Pearl Times has learnt that Kagina was inducted on June 04, 2025, as Moriku Kaducu, a junior minister for education, inaugurated councils and boards for at least three institutions.
The institutions are: Uganda Vocational and Technical Assessment Board (UVTAB), Uganda Health Professions Assessment Board (UHPAB), as well as the Technical and Vocational Education and Training (TVET) Council.
The Pearl Times has been told that Allen Kagina will be the chairperson of the TVET Council. She was chosen because of the respect she commands among education stakeholders who agreed she was fit for the job.
This year, the Technical and Vocational Education and Training Act (Commencement) Instrument 2025 was gazetted to streamline technical and vocational education sector with the view of establishing an institutional framework for promoting, coordinating, regulating, and delivering technical and vocational education and training (TVET) in Uganda.
The Act paved way for the establishment of the Uganda Vocational and Technical Assessment Board (UVTAB) which now oversees the TVET sector.
Kagina holds a Bachelors Degree in Psychology from Makerere University, a Masters Degree in Public Administration from the University of Liverpool, United Kingdom; and a Masters Degree in Organizational Leadership from Uganda Christian University.
She has worked in both Unra and Uganda Revenue Authority (URA) — where she was commissioner general. At Unra, Kagina was leading over 1,700 employees.
Many lost their jobs after the agency’s functions were collapsed into the Ministry of Works and Transport. President Museveni’s government had promised to absorb most of the former Unra staff into the Ministry of Works and Transport.
