
More billions have been approved for RDCs’ allowances and facilitation on top of huge salary increment starting July 2026.
To be able to pay Resident District Commissioners (RDCs), deputy RDCs and assistant RDCs allowances and facilitation to enable them do their work in the coming financial year of 2026-2027, the Office of the President – under which these officials fall – requested for Shs41.70bn.

However, during the budgeting process, Matia Kasaija’s Ministry of Finance, Planning and Economic Development set aside Shs36.046bn. This means that there was a deficit of Shs5.657bn for this request.
But MPs on the presidential affairs committee led by Isingiro South MP Alex Byarugaba Bakunda told the Ministry of Finance, Planning and Economic Development to avail the money so that RDCs, deputy RDCs and assistant RDCs can have enough facilitation to do their work of monitoring the implementation of government programmes and delivery.
In what looks like a deliberate move to improve the welfare of RDCs, deputy RDCs and assistant RDCs, the Presidential Affairs Committee also recommended additional funding to the tune of Shs2bn for the construction of offices and accommodation for the officials supervised under the office of the president.
It has emerged that there are 107 RDCs operate in rented premises, 24 are accomodated by district local governments while up to 15 are housed in offices built by the Office of the President.
Since the 2012-2013 financial year, the Office of the President has been spending Shs700m to build an office for RDCs, deputy RDCs and assistant RDCs.
“The Committee observes that rentals are not sustainable, hence the need to construct at least five offices per year to accommodate more RDCs. The Committee recommends that Shs2bn be availed for construction of four offices, which would translate into five offices each financial year, starting in the financial year 2026-27 so as to guarantee suitable office accommodation for RDCs in the medium term,” said Byarugaba.
Currently, Museveni employs 146 RDCs and RCCs, 170 Deputy RDCs and 432 Assistant RDCs. (See their names Here).
