Government has approved salary increment for RDCs, deputy RDCs and assistant, RDCs, in what will change these presidential representatives’ current salary structure starting July 2026.
Resident District Commissioners (RDCs), Resident City Commissioners (RCCs) and their deputies as well as RCCs will have their salaries increased significantly, as government moves to reduces cases of corruption amongst them since their involvement in such acts has previously been attributed to low salaries.
Months ago, government proposed that the salaries of RDCs be increased from about Shs2.3m (UGX2,293,200) each RDC earns every month to Shs9m (UGX9Million).
Government also proposed that salaries of Deputy RDCs or deputy RCCs be increased from about Shs1.3m (UGX1,282,369) each one earns currently to Shs5m every month.
Government also proposed that the salaries of Assistant RDCs be increased from a little less than Shs900,000 (UGX877,216) each one earns every month currently, to nearly Shs2.7m (UGX2,695,000) every month.
Currently, Museveni employs 146 RDCs and RCCs, 170 Deputy RDCs and 432 Assistant RDCs. (See their names Here).
When the proposal, which was contained in the 2026-27 Ministerial Policy Statement for the Office of the President, went to the Presidential Affairs Committee whose chairperson is Isingiro South MP Alex Byarugaba Bakunda, it was approved for funding.
Byarugaba and his committed noted that the RDCs and their deputies had not had their salaries increased like other civil servants with whom they do similar work yet inflation had led to the rise in the cost of living.
“The Committee established that, for almost 20 financial years, salaries for RDCs and Deputy RDCs have been stagnant. The Committee is cognizant of factors like inflation that erodes the purchasing power,” Byarugaba had explained.
“In addition, by comparison, other public servants over whom the RDCs play an oversight role, like the District Chief Administrative Officers, received significant salary enhancement.”

The salary increment will cost tax payers more billions every month. For example, with the increment of the salary of each of the 146 RDCs to Shs9m, each will have an extra Shs6,706,800, which will be an extra Shs11.75bn (UGX11,750,313,600) on the tax payer every month (for RDCs and RCCs alone).
