President Yoweri Kaguta Museveni has appointed Adonia Ayebare, Ambassador and Permanent Representative of Uganda to the United Nations, to his cabinet as an ex officio member.
Besides his role as Uganda’s top envoy to the UN, Ambassador Adonia Ayebare will now be an ex officio member of cabinet.
Museveni instructed Vice President Jessica Alupo to conduct the swearing in ceremony for Ambassador Adonia Ayebare – which she did on April 28, 2025.
President Yoweri Museveni appointed Ambassador Adonia Ayebare, Uganda’s Permanent Representative to the United Nations, as an ex officio member of the Cabinet,” State House confirmed the development.
“He was sworn in yesterday by the Vice President, H.E Jessica Alupo.”
Ambassador Adonia Ayebare has welcomed the appointment, praising President Museveni for the honour.
“Thank you, Your Excellency for the trust in me over the years with strategic Diplomatic assignments both bilateral and multilateral. I look forward to diligently serving as an Ex-officio in Cabinet. Thank Jessica Alupo for swearing me in yesterday,” wrote Ayebare.
But some Ugandans have questioned the appointment, with some calling it both unnecessary and unconstitutional.
Lawyer, human rights defender, and Center for Constitutional Governance (CCG) Executive Director Dr Sarah Bireete said the appointment and oath administered broke the highest law of the land.
“What’s the meaning of this? Articles 111-117 provide for Cabinet as an entity composed of Cabinet Ministers, other ministers and a Secretary to Cabinet,” wrote Bireete.
“No provision for ex Officio members and no constitutional oath to be taken by such persons. These are illegalities.”

In recent years, some of Museveni’s appointments have left some Ugandans shocked. Years ago, Museveni appointed a presidential advisor in charge of Ankole cows and other indigenous cattle breeds. (See Details Here).
Meanwhile, Adonia Ayebare’s appointment comes weeks after she was involved in a war of words with Winnie Byanyima, wife to Museveni’s fiercest opponent Dr Kizza Besigye.
