UPDATE: Museveni, NRM MPs Agree on Salary Increment for Arts Teachers, Primary Teachers, TVET Staff and Security Personnel

President Yoweri Museveni and NRM MPs have agreed on salary increment for arts teachers, primary teachers, TVET staff and security personnel.

The agreement was reached during the NRM Parliamentary Caucus meeting at State House Entebbe on Friday, March 27, 2026.

After the meeting, Museveni said he had “guided [NRM MPs] on the FY 2026-2027 budget priorities and the importance of the Protection of Sovereignty Bill, 2025.”

Museveni also revealed the budget priorities agreed on in the State House Entebbe meeting he held with MPs belonging to the ruling party.

“We agreed to prioritize peace and security, roads, electricity, the railway, scientific innovation, preparations for AFCON 2027, restocking in Teso, Lango and Acholi, and salary enhancement for teachers, TVET staff and security personnel to support Uganda’s socio-economic transformation and safeguard our national interests,” he wrote.

Regarding AFCON 2027, the resolution to prioritize preparations came after a shocking CAF report that revealed that Uganda’s stadiums were below standard. (Read full CAF report Here).

A resolution made by the NRM parliamentary caucus has been issued by government chief whip Hamson Obua.

“We, the members of the NRM Parliamentary Caucus, having received guidance from H.E General Yoweri Kaguta Museveni, and having further considered the budget priorities for the financial year 2026-2027, and the proposed Protection of Sovereignty Bill 2025, hereby resolved to: Support the budget priorities of financial year 2026-2027, covering peace, roads, electricity, railway, AFCON 2027, scientific innovation; Re-stocking Teso, Lango, Acholi; Salary enhancement for primary school teachers, secondary school arts teachers, BITVET staff and security personnel.To support the passing into law of the proposed Protection of Sovereignty Bill 2025, when introduced in Parliament,” the resolution by MPs read.
