
Uganda Police Force (UPF) has blocked a National Unity Platform (NUP) training meetings for regional mobilizers that were scheduled to take place in Bushenyi and Gulu, prompting party principal Robert Kyagulanyi aka Bobi Wine to criticize security for its decision.
Writing on behalf of IGP Abbas Byakagaba on April 17, Simon Peter Okoshi informed NUP secretary general David Lewis Rubongoya, in response to his April 14 letter, that security was concerned that the party had flouted security guidelines.

Referring to cases such as those in May and July 2024, Okoshi told Rubongoya that NUP and its members “have intentionally refused to adhere to these guidelines as per your previous activities.”
He then referred to the April 14 meeting in Mbale to bolster his case against NUP, and to declare the cancellation of planned meetings in Bushenyi and Gulu.
“While returning from Mbale, the Party supporters disregarded all traffic laws and regulations and totally blocked oncoming traffic at Iganga Town. Mobilization must not endanger people’s lives, including other innocent road users,” wrote Okoshi.
“The Uganda Police Force has therefore put on halt your training meeting for regional mobilization teams scheduled to take place on 17th April 2025 at Ankole Resort Bushenyi Ltd (Conference Hall) and on 24 April 2025 at Palm Garden Restaurant and Guest House in Gulu until further notice.”
Bobi Wine has responded to the decision by police, saying the regime was in panic. He also accused police of being partisan as they keep blocking his meetings as President Yoweri Museveni traverses the country in PDM tours.
“Following our very successful NUP leaders’ convention in Mbale, the partisan police have yet again blocked our engagements in Western Uganda and Northern Uganda! Today we were meant to be in Bushenyi meeting our leaders there, while Gulu was scheduled for next week,” wrote Bobi Wine.
“While they block our events, Museveni and his criminal enterprise have been moving around the country campaigning- holding rallies and processions. Before this new blockade, they had put a blanket ban on our nationwide mobilise tours.
“Of course the regime is doing all this out of panic and fear. On our part, we shall continue to mobilise, organise and agitate. Our struggle will end in victory!”
