David Kabanda says he has received death threats over operation against Anita Among, who faces trouble upon trouble over corruption.
In the fast-moving political shifts of the past week, David Kabanda has emerged as a pivotal figure linking the fall of Anita Among and the rapid rise of Jacob Oboth Oboth.
Kabanda’s actions—particularly in communicating shifts in political backing—played a decisive role in reshaping the Speaker race within days. His position within the Patriotic League of Uganda (PLU) gave him proximity to power and the authority to signal political direction to MPs.
Initially, Kabanda had been instrumental in bolstering Among’s candidacy. In March, he authored a letter rallying PLU-leaning legislators to support Among for Speaker and Thomas Tayebwa for Deputy Speaker, reflecting what appeared to be consolidated backing from Gen Muhoozi Kainerugaba’s camp. This endorsement reinforced Among’s dominance and contributed to the perception that she faced no serious internal challenge within the ruling establishment.
However, the same Kabanda would later trigger the most consequential reversal. Within the past week, he formally communicated the withdrawal of that endorsement, announcing that the earlier support for Among had been “retracted and withdrawn with immediate effect.” This abrupt shift, again conveyed through Kabanda, signaled a dramatic collapse in elite backing and left Among politically exposed at a critical moment in the race.
The timing and authority of Kabanda’s message amplified its impact. As secretary general of PLU and a close conduit of Muhoozi’s political line, his statement effectively redirected a bloc of disciplined MPs.
PLU legislators were instructed to align with candidates endorsed by President Yoweri Museveni, a move that dismantled Among’s coalition and accelerated her loss of momentum.
Simultaneously, Kabanda’s intervention created political space for Oboth Oboth’s emergence. Almost immediately after the withdrawal of support for Among, Muhoozi publicly endorsed Oboth Oboth, praising his performance in government and positioning him as the preferred candidate for Speaker.
The sequence—withdrawal first, endorsement second—underscored how Kabanda’s communication acted as the bridge between Among’s decline and Oboth Oboth’s ascent.
In practical terms, Kabanda’s actions reshaped voting calculations inside the National Resistance Movement (NRM). MPs who had previously aligned with Among were forced to reconsider their positions almost overnight, while fence-sitters were given a decisive cue to swing behind Oboth Oboth. This realignment, unfolding within days, illustrates how a single authoritative voice within the ruling coalition can rapidly alter political trajectories.
Even for those MPs who were undecided on supporting Oboth Oboth, Kabanda took it upon himself to do a rollcall at the thanksgiving party hosted by Oboth Oboth at his Mukono home.
He ordered MPs to stand as he communicated the official position of the PLU and conveyed Museveni’s endorsement of Oboth Oboth.
But now, Kabanda says he has received death threats because of his role in the mission that has since been named Operation Maliza Ufisadi by Gen Muhoozi.
Kabanda, the Kasambya MP, says he plans to retire from active politics after the operation.
“After this Operation, I will retire from active politics to pave the way for others to serve. Public offices demand safety, respect and accountability,” wrote Kabanda.
“I can no longer serve under death threats and blackmail. I did not tell anyone to steal government resources.”
But Gen Muhoozi has barred Kabanda from retiring. He instead directed him to take to him the names of those threatening him for further action.
“Who is threatening you? Send me their names,” Muhoozi reacted.
“Also, you are forbidden from retiring!”
