MINISTER NAMUGANZA CENSURE MOTION: The tenure of Bukono County MP Princess Persis Namuganza as minister in President Yoweri Kaguta Tibuhaburwa Museveni’s cabinet might soon be coming to an end after fellow legislators convened for a vote on a motion of Parliament to censure her on Monday, January 23, 2023.
A rather special sitting of Parliament started at 10am on Monday for a ‘special purpose.’ Although the order paper includes other items, the main issue is Namuganza’s removal. Ruhinda North MP and Deputy Speaker Thomas Tayebwa is chairing the sitting.
Mbararara City South MP Mwine Mpaka is presenting a report of the select committee on the motion for a resolution of Parliament to pass a vote of censure against Namuganza, the State Minister in charge of Housing. Mpaka, son to minister Bright Rwamirama, is the chairperson of the seven-member committee that has been investigating Namuganza for the past two weeks.
Pursuant to Article 118 of the Constitution of the Republic of Uganda, Parliament may, by resolution supported by more than half of all members of Parliament, pass a vote of censure against a Minister.
A vote of censure against a Minister shall be passed on any of the following grounds: abuse of office or wilful violation of the oath of allegiance or oath of office; misconduct or misbehaviour; physical or mental incapacity, namely, that he or she is incapable of performing the functions of his or her office by reason of physical or mental incapacity; mismanagement; or incompetence.
Namuganza’s accuser, Bukedea District Woman MP and Speaker of Parliament Anita Annet Among, accuses the Bukono princess of contempt of Parliament, accusations she has denied and dared the head of the legislative arm of Parliament to come out and explain the charges.
MPs are expected to vote on whether to censure Namuganza or not. If the majority vote for her censure, she will cease to be a member of Museveni’s cabinet but will retain her position as the Member of Parliament representing the people of Bukono Constituency in the 11th Parliament.
