Salary Increment: Public Service Ministry Invites Unatu Bosses for Talks

The Ministry of Public Service has invited Unatu bosses for talks regarding salary increment in the 2026-2027 financial year, The Pearl Times has learnt. The leaders of the Uganda National Teachers’ Union (Unatu) will be given a progress update on salary increment and what government is proposing.

Public Service Ministry Permanent Secretary Catherine Bitarakwate Musingwiire has also invited the leaders of Uganda Professional Health Workers’ Union (UPHWU) and Uganda Local Government Workers’ Union (ULGWU) for an update and for talks on the salary increment proposals.

The Pearl Times has seen a letter dated February 27, 2026, addressed to the general secretaries of Unatu, UPHWU and ULGWU. The invitation for a meeting on salary enhancement and welfare of public officers was received by Unatu executive members on March 06, 2026.

The invitation was in response to letters written by ULGWU and UPHWU leaders demanding an update on progress regarding salary increment.  Each union’s secretary general is expected to go with only two executive committee members for a consultative meeting.

“Reference is made to a correspondence from Uganda Local Government Workers Union dated 10th February, 2026, and Uganda Professional Health Workers Union dated 4th February 2026, requesting an update on the progress regarding the salary enhancement that Government had committed to address,” reads a letter from PS Bitarakwate Musingwiire in part.

“In this regard, the Ministry of Public Service hereby invites you and not more than two (2) other members of your executive committee for a consultative meeting to receive a briefing on the progress made in relation to the enhancement of salaries for public Officers and to discuss other matters relating to their welfare.”

The permanent secretary noted that the meeting is scheduled to take place on March10, 2026 at 10:00 am in the Ministry Boardroom. According to the meeting’s agenda seen by The Pearl Times, public ministry officials will give an update on progress made in the implementation of salary enhancement measures, listen to reactions to the update and hold discussions on emerging welfare and working condition issues affecting public officers.

“The meeting is intended to provide a platform for information sharing, dialogue, and constructive engagement between Government and the leadership of the workers’ unions, with a view to strengthening collaboration in addressing issues affecting public servants,” added PS Catherine Bitarakwate Musingwiire in the letter copied to line ministries.

“The Ministry of Public Service reiterates its commitment to promoting a harmonious working environment that supports effective public service delivery.”

Government is expected to talk about salary increment for primary school teachers, secondary school teachers, local government workers and health workers, with indications of salary raise for lower cadres in public service such as mortuary attendants.

Government has increased salaries of CAOs to Shs12m and is expected to raise salaries of RDCs to Shs9m, as reported Here, There and Over There.
