
Security operatives are reported to have carried out a covert surveillance operation targeting the Nakasero residence of former Speaker Anita Among, disguising themselves as road construction workers in a scheme that allegedly ran for months.
The reported operation, according to sources familiar with the matter, was set up under the cover of an ongoing roadworks project that appeared deliberately prolonged to avoid suspicion.

Residents in the area reportedly grew accustomed to the presence of construction crews who would begin work in the evenings.
However, it is now claimed that the so-called workers were intelligence agents tasked with monitoring movements to and from Among’s residence, particularly during late-night meetings believed to involve key political and financial figures.
Sources indicate that as part of the surveillance, operatives systematically recorded details of vehicles entering the compound, including registration numbers and the identities of occupants where possible.
The operation is said to have been part of a broader intelligence-gathering effort aimed at mapping networks linked to Among amid ongoing investigations into her activities.
The secrecy surrounding the mission was reportedly compromised after details of the operation leaked to unknown parties. In a dramatic turn of events, a security officer is said to have opened fire on a woman suspected of being behind the leak.
A female motorist was shot and injured by a police officer near Among’s Nakasero residence in late April 2026. According to police, the woman was driving a Toyota Harrier when the shooting occurred at around midday along Mackinnon Road.
Authorities said the officer involved opened fire under unclear circumstances, with Kampala Metropolitan Police spokesperson Racheal Kawala confirming the incident and stating that investigations were immediately launched to establish what triggered the use of force.
In a follow-up report, police indicated that the woman had allegedly failed to stop when instructed by security personnel, who were attempting to clear the road for a convoy linked to the Speaker. She was later evacuated from the scene and taken to a medical facility as investigators sought to trace her and determine the extent of her injuries.
Officials also revealed that the officer involved was taken into custody as part of the inquiry, with authorities examining whether the shooting followed standard security protocols or amounted to excessive use of force. The incident drew renewed attention to the conduct of armed escorts attached to high-profile public officials.
