
The Office of the Minister for the Presidency has issued a public notice warning Ugandans against fraudsters who are allegedly soliciting money from members of the public with false promises of securing appointments as Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), their deputies, and assistants.
In the notice dated Wednesday, July 1, 2026, the ministry said it had “noted with serious concern” the rise in such fraudulent schemes and urged the public to remain vigilant.

“The Office of the Minister for the Presidency has noted with serious concern the emergence of conmen and fraudsters who are soliciting money from members of the public with false promises of securing appointments as Resident District Commissioners, Resident City Commissioners, Deputies, or Assistants,” the statement reads.
The ministry stressed that the appointment of RDCs and related officials is an exclusive constitutional mandate of the President and cannot be influenced through brokers or middlemen.
“All appointments of RDCs, RCCs, Deputies and Assistants are made solely by H.E. the President of the Republic of Uganda, in line with Article 203 of the Constitution. There are no agents, middlemen, or brokers involved in the process,” the notice states.
Officials also dismissed claims that applicants are required to pay any money at any stage of the appointment process.
“No fees, payments, or ‘facilitation’ are required at any stage of appointment to the Office of RDC/RCC, Deputies and Assistants. Government does not charge money for public service appointments,” the ministry said.
The public was further informed that there is currently no recruitment exercise being conducted outside official government communication channels.
“There is no ongoing recruitment or reshuffle being conducted outside official communication from the Office of the President. Any person claiming to offer RDC jobs for money is fraudulent and malicious,” the notice adds.
According to the ministry, the fraud is aimed at exploiting unsuspecting Ugandans while undermining confidence in public service appointments.
“These criminal acts are intended to defraud citizens, create confusion, and tarnish the integrity of public service appointments,” the statement says.
The Office of the Minister for the Presidency urged members of the public not to part with money to individuals claiming to have influence over RDC appointments.
“Members of the public are strongly advised to desist from giving money to any individual or group purporting to have influence over RDC appointments,” the notice states.
The ministry also called on Ugandans to promptly report suspected fraudsters to the authorities.
“All suspected fraudsters should be reported immediately to the nearest Police Station, or directly to the Office of the Minister for the Presidency, through the Toll-free No. 0800-320-320 for action,” it said.
Reaffirming government’s commitment to integrity in public service recruitment, the ministry concluded: “Government remains committed to transparency, merit, and integrity in all public appointments.”
