In a show of leadership, Kapchorwa District LCV Chairperson Everlyne Chebet Kubarika has called for calm among residents in Kapchorwa and the whole of Sebei. Chebet has urged locals to let the state investigate the matter and seek justice for PC Suleiman Chemonges.
On April 6, 2025, No. 75290 PC Suleiman Chemonges, attached to Bisheshe Police Station in Ibanda District, was killed by a mob in Ibanda.
PC Chemonges had been deployed to provide security at the funeral of Kahangire Lazarus in Kambogo Cell, Bisheshe Division, Ibanda District.
LCV Chairperson Chebet, who is also the Vice President Uganda Local Government Association representing Eastern Uganda, said the manner in which Chemonges lost his life was “so touching and provocative.”
“The person being beaten like a snake is a son to somebody, he is a son of some woman here in Sebei, he is a husband and father to some young child here, he is a brother to somebody,” wrote Chebet.
“As the District Chairperson Kapchorwa I condemn the incident in the strongest terms possible.”
Chebet urged Uganda Police Force to ensure that the matter is speedily investigated so that those involved can be brought to book.
“Uganda is a country governed by the rule of law under the leadership of NRM chaired by H E President Yoweri Museveni Kaguta. We are following the right procedures in seeking Justice for PC Chemonges Suleiman,” she further wrote.
“I call upon the IGP to expeditiously take up the matter within his house and have the culprits arrested to answer for their actions. Upon all this, a detailed report surrounding the entire occurrence as alleged must be availed to the public.”
She further urged the people of Kapchorwa and Sebei to refrain from attacking westerners as well as any demos over the matter.
“I now call upon the people of Kapchorwa to take heart and remain calm as we follow up the matter with government,” said Chebet as she preached peace to some people who had started circulating messages pushing for retaliation.
“I further argue the community of Sebei to restrain from demonstrations and attacking other Westerners either in their businesses or duty stations in Sebei Region. This is because two wrongs cannot make a right.”
She also urged local leaders to sensitize the people on the roles and responsibilities of agencies such as to avoid the reoccurrence of such cases.
“I also request my colleagues the local leaders all over the Country that they must play their roles of working together with Police to secure our Country. Uganda is for all of us and we must love our Country because it’s only one, we have only one Uganda and we must protect it,” she wrote.
“The roles of police are clear. The most outstanding is protecting life and property. It’s the reason the young Officer died without assaulting anybody and still sticking to his profession. The attack of this young officer is a misdirected anger. I have a fear that this kind of action by other communities may one day result into serious retaliations by the Police.”
Earlier in the day, police confirmed the arrest of 29 people over the killing of PC Chemonges who had been assigned to guard a funeral in Ibanda. (See names of the 29 arrested Here).
