Commissioner for the National Secretariat for Patriotism Corps (NSPC) Hellen Seku has spoken out on allegations of chewing patriotic teachers’ transport refund cash during a Ntare School event.
Nearly 1,400 teachers from Greater Ankole and Ntungamo region who completed their patriotism training which ended with the pass out ceremony presided over by President Yoweri Kaguta Museveni on September 06, 2025 at Ntare School in Mbarara City.
But soon, allegations that Hellen Seku and her team had “misused the funds intended for secondary school teachers who completed the ideological orientation and Patriotism Development Course” started spreading like wildfire.
Now, Commissioner Hellen Seku has confirmed that she and her team gave the Shs300,000 transport refund meant for 1,372 participants to only 1,145.
The rest got half of the amount or far less.
Seku claimed that those who got less than Shs300,000 had only come in and registered before returning to their “businesses” and waiting for the end of the ceremony to come and pick their transport refund.
“The truth is, as H.E the President was passing out these patriots, he gracefully offered a transport refund of UGX 300,000/= to all the 1,372 participants and we can confirm that this was effectively done. However, the 1,145 participants were the ones present on parade,” Seku noted.
“While we were giving out this money, we realized that the number of people kept on growing and later learnt that there was a group of teachers who reported on day one, registered their names and went back to conduct their businesses outside the camp only to come back after hearing that the President had given transport to participants.”
In Commissioner Hellen Seku’s view, “for God’s sake, this money was meant for those who regularly attended till the end.”
But she took the decision to offer this group between Shs30,000 and Shs150,000 based on how far their homes were from Mbarara City.
“As patriots, out of goodwill, we decided to give some transport, between 30,000/=, 50,000/=, 100,000/= and 150,000/= respectively to this unknown category depending on their districts of origin to ensure no one was left stranded,” she explained.
“Those alleging dishonesty by the NSPC staff in general, and Commissioner Hellen Seku in particular are either doing so out of malice or have personal grievances against the Patriotism Secretariat and should therefore be ignored.”
