The Inspectorate of Government has arrested Ntare School headteacher Saul Rwampororo, his predecessor Jimmy Turyagyenda and former school typist Peace Kebirungi over allegations linked to the loss of Shs110,877,900 in public funds through salary and allowance payments made over nearly nine years.
The arrests follow allegations that Kebirungi continued receiving a government salary between September 2015 and August 2024 despite allegedly abandoning her duties, with investigators accusing the two headteachers of concealing her absence.

Kebirungi also faces an allegation of uttering a false university admission letter, which she allegedly used in October 2015 to obtain study leave with pay before failing to return to work.
According to the Inspectorate’s allegations, Turyagyenda concealed Kebirungi’s absence before his retirement, while Rwampororo allegedly continued the arrangement after taking over as headteacher.
The two administrators are also accused of authorising allowance payments to Kebirungi during the period she allegedly failed to report for duty.
The alleged payments accumulated over several years, with the Inspectorate putting the suspected financial loss at Shs110,877,900.
The investigation centres on how Kebirungi’s employment status was handled after she obtained study leave and why her salary and allowances allegedly continued despite her prolonged absence.
The case also raises questions about the procedures used to verify staff attendance, monitor employees on study leave and authorise payments from public funds at the government-aided school.
The alleged conduct spans a period of leadership change at Ntare School, raising questions about how the former employee’s status was handled before and after Turyagyenda’s retirement.
The Inspectorate of Government investigates suspected corruption, abuse of office and other forms of misconduct involving public officials. In this case, its allegations centre on whether the continued payments were authorised despite the employee’s prolonged absence.
The Shs110,877,900 figure represents the alleged loss under investigation. The allegations against the three suspects remain subject to the legal process, and their arrest does not establish guilt.
The allegations against the three suspects have not been established in court. Their arrests do not, by themselves, prove guilt.
An official from the Inspectorate of Government confirmed that Rwampororo, Turyagyenda and Kebirungi would be arraigned in the Anti-Corruption Court within the next 48 hours.
