A brother to a Ugandan MP has been arrested over alleged theft and mismanagement of millions of money meant for the Parish Development Model (PDM).
The suspect has been identified as Simon Kasereka, a young brother to MP Ferigo Kambale. Kambale is a member of President Yoweri Museveni’s National Resistance Movement (NRM), and the Member of Parliament representing Kasese Municipality.
Kasereka is the Kasese District Commercial officer. Police in Rwenzori East has arrested and detained Kasereka over missing and mismanaged PDM funds in the district.
The District Commercial Officer is being detained at Kasese Central Police Station since Thursday, May 15, 2025.
Rwenzori East police spokesperson SP Nelson Tumushime said Kasereka’s file was being processed so that he is formally arraigned in court to answer for charges of misappropriating funds for the Parish Development Model.
Tumushime has requested people who were affected by Kasereka’s actions to go to police and lodge complaints against him as the state moves to prosecute him over charges of theft, mismanagement and misappropriation of PDM money.
There were reports that the well connected Kasereka had been released on police bond but Tumushime dismissed the claims saying that a presidential directive discouraging release of suspects in PDM money misappropriation cases barred them from granting Kasereka his freedom.
Sources have told The Pearl Times that MP Kambale held meetings with Rwenzori East Regional Police Commander (RPC) SSP Alex Muhumuza, the District Internal Security Officer (DISO) and assistant Resident District Commissioner (A-RDC) Tien Tsongo to try and convince them to release his brother Kasereka on bond but failed.

Kasereka is expected in court next week where he will be formally charged and possibly remanded.
Speaking to leaders of the Teso sub region at Kumi Municipal Grounds in November 2024, Museveni directed that PDM thieves be denied police bond and bail.
“I have received reports from ISO about individuals stealing PDM money. Some were arrested but given police bonds,” said Museveni.
“I now direct the RPCs, no more police bonds for anyone who has stolen PDM or Emyooga money. If you give a police bond, I will ‘bond’ you myself.”
Museveni emphasized that PDM thieves must be punished: cough the money and be put behind bars.
“This money is for transforming communities. If someone steals it, refunding alone is not enough, you must refund and also go to jail,” he noted.
“PDM and Emyooga funds are critical to Uganda’s development and must be protected at all costs. No one should play games with this money. We are transforming lives, and we won’t allow anyone to derail that mission.”
