This financial year, Chief Administrative Officers (CAOs) and town clerks will have their salaries increased by more than five times. The new salary structure indicates that each CAO will get Shs12.75m every month starting July 2025.
Chief Administrative Officers have been earning Shs2.37m every month. They will now be smiling to the banks to pick salaries more than five times what they have been earning for many years.
The same salary amount will be paid to town clerks of city councils, deputy directors undersecretaries, and foreign service officers (grade One).
These have been earning monthly salaries between Shs1.86m and Shs2.08m. Now, each month, they will be paid Shs12.75m, each.
Circular Standing Instruction No. 01 of 2025 issued by the Ministry of Public Service Permanent Secretary Catherine Bitarakwate Musingwiire indicates that the salary increments which took effect on July 1, 2025 form efforts by the Museveni regime to enhance salaries of government employees in a phased manner.
Bitarakwate says the plan is to address salary disparities that most civil servants have complained about for years.
As such, this financial year, government plans to spend Shs57bn on salary enhancement, according to details obtained by The Pearl Times.
