Uganda Professional Humanities Teachers Union (UPHTU) acting president Teopista Akello says that several government officials including Museveni RDCs are threatening striking arts teachers.
Akello and UPHTU have now sent a clarion call to Resident District Commissioners (RDCs), Deputy Resident District Commissioners (D-RDCs), Resident City Commissioners (RCCs), Deputy Resident City Commissioners (D-RCCs), Chief Administrative Officers (CAOs), District Principal Human Resource Officers, District Internal Security Officers (DISOs) and Gombolola Internal Security Officers (GISOs), District Education Officers (DEOs), and headteachers, their direct supervisors to stop intimidating the striking arts teachers.
The UPHTU acting president has made it clear to the RDCs, CAOs, DEOs and their colleagues that their industrial action or strike is legal and that the government officials have neither right nor authority to disrupt it with intimidation.
“It has come to our attention that some individuals in the aforementioned categories have resorted to acts of intimidation and threats against our members participating in the ongoing Industrial Action, which commenced on 6th June 2025,” said Akello in a call which The Pearl Times has seen.
“We wish to remind all concerned that our industrial action is firmly grounded within the provisions of the law, as stipulated under Article 29(1)(a), (d), and (¢) of the 1995 Constitution of the Republic of Uganda, and Sections 30(1) and (2) of the Labour Disputes (Arbitration and Settlement) Act, 2006.”
She further made it “categorically clear” to the RDCs et al that the UPHTU industrial action’s “intended audience” includes the President of the Republic of Uganda, The Prime Minister, The Ministry of Public Service, the Ministry of Finance, Parliament of the Republic of Uganda, and the Ministry of Education and Sports.
Akello urged government or any of its officials to reach out to them on matters of concerning the strike and their demands — instead of intimidating teachers.
She also encouraged arts teachers not to step in class until a deal has been reached with government on the demands to the enhancement of their salaries to match the pay of science teachers, which was raised to Shs4m per month for graduates.
“In addition, any form of engagement or negotiation regarding our demands should be directed exclusively to our National Executive Committee, currently under the leadership of Ms. Teopista Akello,” she noted.
“To our gallant Humanities teachers across the country: remain at home as we await the Government’s response to the salary disparity and the fulfillment of its commitments.”
