Mark Baingana, the Deputy Resident City Commissioner (DRCC) in charge of Makindye Division in Kampala, has died after a period of illness.
News of Baingana’s death was confirmed by several of his colleagues on Monday, August 3, 2026, with fellow government officials and presidential representatives mourning the loss of an administrator who served as the face of government programmes at the division level.
Colleagues who spoke to The Pearl Times said Baingana had been unwell in recent weeks. The exact cause of his death was not immediately established by the time of publication.
Baingana served as the Deputy Resident City Commissioner for Makindye Division, one of Kampala’s five administrative divisions. As a DRCC, he worked as a representative of President Yoweri Museveni’s government, tasked with monitoring government projects, coordinating state programmes and maintaining communication between central government and local authorities.
The office of the Resident City Commissioner (RCC), Resident District Commissioner (RDC) and their deputies is established to represent the President at district, city and division levels, with officials serving as government coordinators and overseers of public programmes.
Following news of his passing, tributes started coming in from fellow RCCs, RDCs, assistant commissioners and other government officials who described Baingana as a committed colleague and friend.
Moses Mufakinanye mourned Baingana’s death, recalling their friendship and shared experience during a cadreship course at the National Leadership Institute (NALI).
“I have learnt with shock the untimely demise of Afande Mark Baingana – DRCC Makindye,” Mufakinanye wrote.
“I trained with him at NALI for Cadreship course, he was a good friend who would call me and advise me on any issues concerning work. I will miss him immensely. Sleep Easy Afande.”
Other colleagues also joined in paying tribute to Baingana, remembering him as a dedicated public servant who carried out his duties in government administration.
Baingana’s death comes as a shock to colleagues within the RDC and RCC fraternity, where he had built professional relationships through his work as a presidential representative.
