Museveni Government Promises Free University Education for Arts Teachers’ Children

Minister of Public Service Wilson Muruli Mukasa and John Chrysostom Muyingo, the State Minister for Higher Education, have offered more details on the Cabinet’s resolution regarding the arts teachers’ strike. This includes a proposal for free education — even for university level — for children of arts teachers.
Muruli Mukasa noted that teachers had agreed to end their strike after a high-level engagement with President Yoweri Museveni at State House, Entebbe.
Muruli explained that the meeting focused on addressing teachers’ grievances regarding salary disparities between arts and science educators, as well as other facilitation concerns. He further noted both parties held extensive and fruitful discussions that led to an agreement for teachers to resume duties on July 01, 2025.
Muruli Mukasa confirmed that teachers are expected to be back in classrooms and actively resume teaching by the end of the day, following the resolution.
Muruli was concerned that the strike which began on June 6, 2025, had halted lessons, assessments, and coursework submissions, and disrupted the academic calendar and threatened national examinations.
He went on to reveal that during the meeting, the president reaffirmed government’s commitment to improving the welfare of all teachers.
One of the key resolutions, he continued, included a phased salary enhancement for humanities teachers, beginning in FY 2026/2027, with 25 per cent of the pay target committed annually over four years.
Muruli Mukasa added that the government has also pledged to construct staff housing for teachers, coordinated by the Ministry of Education and Sports, to improve their living conditions.
Muruli further reported that President Museveni directed a study on the possibility of providing free education to deserving children of teachers in government post-secondary institutions.
Muruli revealed that the government had also committed to making a financial contribution to the Humanities Teachers SACCO to support their financial empowerment.
Government will also explore ways to reduce Pay As You Earn (PAYE) for civil servants to boost their net income.
Muruli confirmed that the leadership of the Uganda Professional Humanities Teachers’ Union had officially called off the strike and directed members to resume duty immediately.
Muruli has now urged all teachers to fully participate in the recovery of lost learning time and carry out all pending assessment activities. He reiterates that the resolutions reflect the Govt’s broader commitment to equitable remuneration and long-term investment in education.
The public service minister also expressed optimism that the agreed measures would restore harmony in schools and safeguard the integrity of Uganda’s academic calendar.
On his part, Minister John Chrysostom Muyingo saluted teachers for their understanding and urged them to actively focus on recovering the three weeks of lost teaching time, starting immediately.
Muyingo commended the constructive dialogue that led to resolution and reaffirmed the government’s commitment to treating all teachers fairly while ensuring learners don’t fall behind.
