A handwritten letter attributed to Gen Caleb Akandwanaho aka Gen Salim Saleh, President Yoweri Museveni’s young brother and Operation Wealth Creation (OWC) coordinator, carries information on where Kira Municipality MP Ibrahim Ssemujju Nganda should find thieves who stole NAADS money.
Over the years, MP Ssemujju Nganda has been making claims on Gen Salim Saleh’s power. For example, month ago, he said government should tell Ugandans why the President of Gabon who was visiting Uganda had to travel to the northern Uganda city of Gulu to meet Saleh.
The MP recently shook Gen Salim Saleh’s tables as the country debated reforms in the coffee sector, including the rationalization of the Uganda Coffee Development Authority (UCDA).
Appearing on NBS TV on November 12, MP Ssemujju Nganda claimed that Museveni had started OWC as a channel to enable his brother access funds in National Agricultural Advisory Services (Naads). He claimed that Gen Salim Saleh and other officers in uniform had taken Naads money.
“When Mr. Museveni wanted his brother Salim Saleh to have access to money from NAADS, every day he abused it and then he created, illegally and irregularly, a unit called Operation Wealth Creation then Saleh and Soldiers went on and took over NAADS money,” claimed Ssemujju Nganda.
But in response, a chit believed to have been written by Gen Salim Saleh and addressed to MP Ssemujju Nganda carries a warning to the legislator as Museveni’s brother raises concerns that his name is being dragged in the mud for allegations he has dismissed.
In the same response, Gen Salim Saleh has told MP Ssemmujju Nganda where to find thieves who stole NAADS money.
“If you want to know who ate NAADS money, please check the NAADS suppliers database at PPDA [Public Procurement and Disposal of Public Assets Authority],” Saleh wrote to MP Ssemujju in a chit believed to be from the retired general.
“Stop tarnishing my name. Otherwise I will sue you.”
Gen Salim Saleh is one of Museveni’s most influential and powerful advisors. A few years ago, a report claimed that Gen Salim Saleh had capacity to remove Museveni from power if he wanted, as reported Here and There.
