President Museveni
Months since he unveiled his cabinet list on which the position of Minister of Justice and Constitutional Affairs remained vacant, President Yoweri Kaguta Tibuhaburwa Museveni has now appointed Wilson Muruli Mukasa to execute duties for this ministry in acting capacity.
Mukasa is also the substantive minister of public service.
On January 13, Museveni wrote to Prime Minister Robinah Nabbanja announcing the appointment of Mukasa as acting minister.
“You Know I have not appointed substantive Minister for Justice and Constitutional Affairs. Therefore by the powers given to the president by Article 98 (1) and 99 (1) of the constitution, I assign Muruli Mukasa to be the Acting Minister for Justice and Constitutional Affairs in addition to his role as Minister for Public Service,” the president wrote.
In his June 2021 cabinet reshuffle, Museveni didn’t reappoint Prof Ephraim Kamuntu as justice and constitutional affairs minister. (See full cabinet list here).
