The Deputy Speaker of Parliament Thomas Tayebwa has installed Dr Chris Baryomunsi, the Minister of ICT and National Guidance, as the Chancellor of Great Lakes Regional University in Kanungu District.
Dr Baryomunsi becomes the second Chancellor, replacing Hamlet Mbabazi Kabushenga, who had been the Chancellor since 2003.
Dr Chris Baryomunsi will be the Chancellor of Great Lakes Regional University for the next three years.
While installing Baryomunsi, Deputy Speaker Tayebwa commended the university directors for their resilience in managing the institution and praised them for choosing Baryomunsi, who is also the Kinkizi East MP and ruling NRM Vice Chairman for Western Uganda, as their Chancellor.

“I don’t think there is a door in this country that Dr Baryomunsi can knock on and they refuse to open,” Tayebwa said of the new chancellor.
“He is also person who is very strict when it comes to the issues of quality. He is too demanding, he will demand from you to meet the issues of NCHE.”

Baryomunis hails from Kayungwe Sub County in Kanungu District and is the current Member of Parliament representing Kinkizi East. He has served as Member of parliament since 2006.
Baryomunsi is the NRM vice chairperson for western region and also the Minister of ICT and National Guidance as well as the official Communications officer for the government.
EDUCATION
Baryomunsi a medical doctor by profession. He holds a post graduate in Diploma in Population Science from Makerere University and a Postgraduate Diploma in HIV/Aids and Viral Disease Management from the university of Brighton in the UK.
He also holds a Master’s degree in Demography from Makerere University as well as a doctorate from the Atlantic University, majoring in Maternal and Reproductive Health.
CAREER
Baryomunsi has taught at the School of Public Health and Institute of Statistics and Applied Economics, both of which are at Makerere University.
He taught both undergraduate and graduate classes at the university and has supervised many postgraduate students.
Before joining parliament, Baryomunsi worked as a reproductive health expert for the United Nations Population Fund (UNFPA) in Kampala and New York.
He also served as reproductive health expert for DTZ then, now GIZ, for a health project based in mid-western Uganda.
He has published many articles and made many presentations in local and international seminars.
He has carried out a lot of research in the fields of HIV/Aids, se*ual and maternal health epidemiology, and burden of disease studies.
Baryomunsi also possesses advanced skills in data analysis and statistical modelling technics.
While serving as a back bench member of parliament, Baryomunsi authored and tabled many motions and bills.
For instance, he successfully authored two private member’s bills which were enacted into law: the Prohibition of Female Gen*tal Mutilation Act and the Tobacco Control Act.
As a government Minister, he has also tabled many government policies.
He holds other key responsibilities. He is the chair of the governing council for King Ceasor University and he has also served on many international and local boards.
He has previously been elected twice as president of the Africa Parliamentary forum on Population and Development.
While presenting him to the congregation as the chancellor of Great lakes Regional University, Prof Peter Tekyereza said Baryomunsi is a multi-skilled and community mobiliser, widely travelled person with great international and local connections.
