He was deputy Chief of Defence Forces (D-CDF) but now Lt Gen Peter Elwelu is facing threats of arrest by the CDF and first son Gen Muhoozi Kainerugaba whose father Yoweri Museveni he is supposed to advise, following his sacking in March 2024.
At the height of his fame or rather notoriety, Elwelu was at the rank of a brigadier and commander of the Uganda Peoples Defence Forces Second Division.
In 2016, he commanded the raid on Rwenzururu kingdom palace, killing a little over 150 people (including children and women), according to a report by Human Rights Watch. Government critics
In 2021, Elwelu said those who were killed deserved to die. “Even ICC set me free and said you have no case to answer, so what are you talking about? Those were criminals, I didn’t kill anybody else. They deserved to die because I was on the ground and you were not on the ground, that’s the problem,” he said.
“I know I’m a judge of my own during my work, I understand and that is what I do, I know what I do that’s why I have no problems here. Uganda is peaceful because of my actions and Kasese is peaceful, they are doing very well. Did you hear any problems with Kasese again? Only quiet.”
Pastor Lt Gen Peter Elwelu, Destroyer of Satanic Sites in Teso
Lt Gen Peter Elwelu is a pastor and overseer of Elohim Ministries Church in Teso. Weeks ago, the Uganda Radio Network captured reports that Lt Gen Peter Elwelu had ordered the destruction of a significant cultural site in Katakwi District.
The news agency reported that bulldozers and caterpillars from Katakwi District Local Government had reportedly demolished the Ongima initiation (Asapan) site, also known as Airiget Ongima, under Gen. Elwelu’s orders.
It went on to note that Airiget Ongima is revered as one of the largest initiation sites in Teso, where young men are initiated into adulthood, adding that the site holds historical and cultural significance, having hosted the initiation of Teso Paramount Chiefs (Emorimor), including former Emorimor Augustine Osuban and his successor, Paul Sande Emolot.
These ceremonies confer traditional names on the initiates based on their performance, with Osuban receiving the name Lemukol Adugala and Emolot, Etomeileng, the news agency further reported, adding that Asapan ceremonies are crucial to Teso culture, instilling courage and training young men in physical strength, skillfulness, and bravery.
