Kampala, Uganda – June 10, 2026 — The Parliament of Uganda today administered the Oath of Allegiance and the Oath of Member of Parliament to a group of newly appointed Cabinet ministers, formalizing their roles as ex-officio Members of the 12th Parliament.
This swearing-in ceremony, conducted during a House sitting, integrates these ministers into the legislative body in line with the Constitution of Uganda. They join Parliament by virtue of their executive appointments rather than through direct election.

These appointments follow President Yoweri Museveni’s recent Cabinet reshuffle and vetting by the Parliamentary Appointments Committee.
Who Are Ex-Officio MPs in Uganda?
Under Article 78(1)(d) of the Constitution of Uganda, Parliament consists of directly elected constituency representatives, district woman representatives, representatives of special interest groups, and the Vice President and Ministers. Ministers who are not already elected Members of Parliament automatically become ex-officio members.
The number of ex-officio members can fluctuate during a parliamentary term depending on Cabinet appointments. They form part of the overall composition of the House but are distinct from elected MPs.
Rights and Privileges of Ex-Officio MPs
Ex-officio members do not have the right to vote on any issue requiring a vote in Parliament. This is a key constitutional limitation.
They can fully participate in debates, present government policies and bills, answer questions from MPs, and serve on parliamentary committees.
As done today, they must take the Oath of Allegiance and the Oath of Member of Parliament before assuming their legislative roles. They enjoy parliamentary privileges and immunities under the relevant Acts.
This arrangement ensures that the executive branch is directly accountable to and represented within the legislature, facilitating smoother policy-making while maintaining separation between voting legislative power and executive functions.
