Uganda’s National Council for Higher Education (NCHE) has revealed that a little over 30 private universities risk closure over lack of substantive charters. The universities have been operating on provisional charters and NHCE now wants them to expedite their efforts to be chartered.
NHCE officials led by Executive Director Prof Mary Okwakol have revealed that only 11 private universities are chartered, and that the rest, 32 in number, only have provisional charters. The provisional charters and licenses were supposed to last three years.
Although NHCE had in 2018 made it clear to these provisionally chartered private universities to work on their roadmaps to attain substantive charters within three years, the Covid19 pandemic and the restrictions lockdowns came with made it difficult for these institutions.
The Council has given these private institutions up to March 2023 to submit their roadmaps on whose basis guidance for the attainment of substantive charters will be provided by NHCE officials.
