School Teachers Remanded Over Sale of Fake Examination Papers

A tipoff by a university professor helped police and assessment body Uganda National Examinations Board (Uneb) officials to nab school teachers selling fake examination papers on social media.

A week before the start of the four national examinations, two teachers were arrested for vending fake examination papers online, a habit that has always been a headache for the examinations board as it negatively affects the credibility of the papers it administers.

The two teachers are said to have used the period from July 2024 through September 2024 to convince desperate school bosses that they had access to leaked examination papers for the 2024 Primary Leaving Examinations (PLE).

They have been identified as Denis Juko, the head teacher of St Mary’s Junior School in Namirembe in Tororo District, and Moses Ejangu, a teacher at the same school.

While Ejangu admitted that indeed he had been involved in the selling of fake examination papers or kasasi as they are called, his head teacher denied any participation in the vice.

Ejangu pleaded for forgiveness, saying that he had been forced by the managers of the school to get involved. He also praised Uneb for having an intelligence system that was able to track and catch them.

Ejangu’s confession as shared by Uneb includes names of individuals that were part of the racket vending the fake examination papers on social media platforms such as Whatsapp.

Both teachers face charges of  unauthorized possession of examination materials and information, contrary to Section 25(1) of the Uganda National Examinations Board Act, 2021.

Prosecution alleges that the accused persons, along with others still at large, were found in possession of materials and information purported to be related to the contents of the 2024 Primary Leaving Examinations (PLE) question papers for English, Mathematics, Basic Science, and Social Studies.

Bukedi South Region Police spokesperson Moses Mugwe has been quoted as revealing that Ejangu and Juko ran out of luck on October 7, 2024 as police arrested them. It was a professor from Busitema University that complained that some people were selling fake examination papers to school managers, according to Mugwe.

After appearing before the chief magistrate’s court in Tororo on Thursday, October 10, the duo was remanded to Morukatipe Prisons until October 15 for mention of the case.

“The public is hereby cautioned against involvement with such people,” said Uneb spokesperson Jennifer Kalule-Musamba, reacting to a video of a confession by a man accused of vending fake examination papers. 

It should be remembered that the only examination papers that Uneb released ahead of national exams are the sample UCE National Curriculum 2024 papers and these are intended to show candidates and teachers how questions may look like. (See Them Here and There).
