Shocking allegations by the First Deputy Prime minister Rebecca Kadaga that she personally helped the Minister for the Presidency, Milly Babirye Babalanda, secure a job as a deputy resident district commissioner despite not having the required academic qualifications are akin to one biting the hand that fed him or her. And Kadaga has dropped the bombshell, dropping it with the hotness consuming it.
“I am wondering how Babalanda, whom I picked from my own village is now turning against me,” Kadaga said.
At the time, Resident District Commissioners (RDC) needed Advanced Level qualifications, but Babalanda lacked even an Ordinary Level certificate, according to Kadaga.
“Government had set the qualifications for an RDC or deputy at Advanced Level. I noticed we were only forwarding male candidates and wondered why we couldn’t nominate a woman,” she said.
Kadaga claimed that after searching for a suitable female candidate in Kamuli District, and Busoga and failed, she settled for Babalanda who allegedly lacked the requisite academic papers for the job.
“I looked for girls everywhere in Kamuli, but eventually chose Babalanda, who did not have Senior Four or Senior Six certificate,” she said.
The former Speaker further alleged that she went as far as forging recommendation documents to support Babalanda’s appointment in 2015.
“What I did was forge recommendations, explaining that this is a girl from Busoga who should be given a chance. I am the one who helped her become deputy RDC because she had no documents,” Kadaga claimed.
She questioned why Babalanda would now accuse her of blocking other leaders from emerging in the region.
“If she is the same person saying I fight others and want to remain the only one shining in the region, that is not true,” Kadaga said.
Kadaga went as far as accusing Babalanda of heavily depending on aides to run her ministry, naming deputy presidential press secretary Faruk Kirunda as the key figure behind its operations.
She further alleged that Ms Babalanda secured her ministerial appointment through blackmail against her predecessor, Ms Esther Mbayo accusations that Babalanda has not publicly responded to.
Kadaga, also Kamuli District Woman MP, warned against what she described as politically motivated violence in Buyende District’s Budiope West, where Babalanda was elected as MP-elect, alleging that people were beaten and arrested during the recent election.
