HOUSE OF MANYANGA (NONSENSE) – Plus, I Can Hold Parliament Sitting in Middle of Kampala Road – Speaker Anita Among Presiding over a parliamentary plenary sitting in the northern Uganda city of Gulu, Speaker Anita Among told MPs to reserve issues that do not respect the region for the Kampala House which is meant for all “manyanga” or nonsense – some sort of House of Manyanga (Nonsense). The speaker also spent time explaining to MPs why she thinks efforts to oppose regional sittings was not necessary, making it clear that she even has powers to convene a sitting of parliament in the middle of Kampala Road. “Where Parliament is, is where the Speaker is and where the Speaker proclaims, and this will be Parliament. So, this perception of saying that Parliament must always sit in Kampala is being selfish,” she said. “The next time, we can even proclaim the middle of Kampala Road to be part of Parliament.” During the first Gulu sitting, Lwemiyaga County MP Theodore Ssekikubo attempted to ask the Speaker why he was not seeing his motion for the censure the four Parliamentary Commissioners over the Shs1.7bn service award on the order paper. Speaker Anita Among ruled that the House in Gulu City would prioritize issues from the Greater North and leave the rest of the manyanga or nonsense for the House in Kampala. “This session is devoted for the people of Northern Uganda and for us to discuss issues regarding the Greater North, let us have respect for the people of the Greater North. We should learn to have respect,” she said. “Issues that don’t concern this region shouldn’t be issues to be discussed. You have your Kampala House there, where you can do all the manyanga [nonsense].” It should be remembered that the High Court ruled that the Shs1.7bn given to the commissioners, including Mathias Mpuuga, was within the law and budget. After the ruling, Mathias Mpuuga told his enemies to start using their brains, while the speaker threw the Ssekikubo motion in the dustbin. (See Details Here and There).
