Gen Elly Tumwine the Outgoing security minister, has said President Yoweri Kaguta Tibuhaburwa Museveni must be saved from being ‘Ngamba-nyenka’ or dictator and be given an honorable retirement.
Museveni has ruled Uganda since 1986 and will have led the country for four decades by the end of his current term of office.
Gen Tumwine, RO/0023, was among the top bush war fighters that helped Museveni ascend to power after a five-year war.
He now says it is time Museveni planned a smooth political transition, went into honorable retirement and avoided being a dictator.
