Forgery Scandal Hits NRM as MP Aspirant Allegedly Uses Stolen Academic Documents

The race for Member of Parliament in Bulambuli County under the National Resistance Movement (NRM) has taken a dramatic turn following serious allegations against one of the candidates, Burundo Alex. A formal petition has been submitted to the NRM Electoral Commission claiming that Burundo Alex is not who he claims to be—at least, not academically.

According to the petition, Burundo Alex previously served as the Chairperson of Local Council III in Bukhalu Sub-county, Bulambuli District, from 2001 to 2016. Throughout those years, he contested and was elected under the name Burundo Alex. His name also appears in official government payment records, voters’ registers, and salary slips under that identity.

However, things changed in 2015 when Burundo allegedly swore a deed poll to change his name to Burundo Musingo Mungoma Alex. This, the petition claims, was a calculated move to adopt the identity of Musingo Alex, a different individual who possessed the academic qualifications necessary to run for Parliament. It is alleged that Burundo used Musingo Alex’s UCE and UACE academic documents during his nomination in 2016 and has done the same again for the upcoming election.

Suspicion deepened when, in 2019, Burundo reportedly gazetted another name change — this time from Burundo Mungoma Alex to Burundo Mungoma Musingo Alex. According to the petition, these successive name changes were attempts to legitimize forged documents and mislead the Electoral Commission.

Further scrutiny reveals inconsistencies in Burundo’s educational history. He claims to have attended Buwakhanywinyi Primary School from 1982 to 1988, but the petition asserts that the school had no UNEB examination center number at the time — meaning no official PLE exams were administered there. This calls into question the validity of his primary education claims.

Additionally, there are allegations that he was never admitted to Mbale Secondary School for “O” Level or Aggrey Memorial School for “A” Level — the institutions whose certificates he presented, all bearing the name Musingo Alex.

The petition suggests that Burundo’s academic identity is fabricated, and that he obtained a parliamentary nomination through forgery, impersonation, and utterance of false documents. These actions, if verified, constitute serious electoral and criminal offences.

The petitioners argue that such fraudulent conduct not only undermines the integrity of the electoral process but also puts the NRM party at great risk. They are urging the NRM Electoral Commission to investigate the matter urgently and nullify his nomination. If this is not addressed swiftly, the party may face legal consequences, including the disqualification of its candidate by court order — a development that could cost them the parliamentary seat.

The petition also notes that there are witnesses, including former classmates and teachers, who are ready to testify that the academic documents do not belong to Burundo Alex. A set of supporting documents, including salary slips, voter cards, and gazette notices, have reportedly been attached to support the claims.

RE: NULIFFICATION OF THE NOMINATION OF CANDIDATE BURUNDO ALEX ALIAS MUSINGO ALEX, BURUNDO ALEX, BURUNDO MUSINGO MUNGOMA ALEX, BURUNDO MUNGOMA MUSINGO ALEX NOMINATED FOR THE ELECTORAL POSITION OF NRM MEMBER OF PARLIAMENT BULAMBULI COUNTY BULAMBULI DISTRICT.

The above matter refers wherein we represent Matsanga Wamukoota Fred and Sulla Kato Masela herein after referred to as “our clients” with instructions to address you as follows.

Our clients are registered voters in Bulambuli County, Bulambuli District and subscribe to the NRM party.

It has come to our clients’ knowledge that a one BURUNDO ALEX 1 ALIAS MUSINGO ALEX, BURUNDO ALEX, BURUNDO MUSINGO MUNGOMA ALEX, BURUNDO MUNGOMA MUSINGO ALEX lacks the requisite academic  qualifications for the elective position of Member of Parliament representing Bulambuli constituency in the Parliament of Uganda under the laws of Uganda and as such are aggrieved by his nomination.

Our clients’ complaint is premised on the following grounds:

1. That the said Burundo Alex alias Musingo Alex, Burundo Alex, Burundo Musingo Mungoma Alex, Burundo Mungoma Musingo Alex was 3 (three) times elected the chairperson Local Council Ill Bukhalu sub county, Bulambuli District from 201 1 to 2616. He was dully nominated, contested and won the said elections using the name Burundo Alex.
2. He is a registered voter and has always been nominated, voted and thrice won elections as Local Council Ill Chairperson for Bukhalu sub- county, Bulambuli District under those very names.
3. He was paid and/or remunerated his salary as Local Council Ill chairperson for BuKhalu Sub- County by the Government of Uganda using the very names.
4. However, on the 14th day of May, 2615, the said Burundo Alex swore a deed poll and baptized himself the name BURUNDO 1 MUSINGO MUNGOMA ALEX. He denounced his actual name BURUNDO ALEX in order to use the academic certificates for UCE and UACE belonging to a one MUSINGO ALEX in order to attain the necessary qualification for nomination and election as a Member of Parliament of the Republic of Uganda and adopted the name Burundo Musingo Alex Mungoma.
5. He further swore a statutory declaration in pursuit of his impersonation and forgery of academic documents.
6. He was then nominated for elections as a Member of Parliament for Bulambuli county based on the academic 1 documents belonging to a one Musingo Alex for both “O” and A levels claiming they are his whereas not.
7. Our clients have also discovered his profile as having sat for (PLE) Primary leaving Examinations from Wahanwanyi Primary School, Bukhalu sub county, Bulambuli district (previously Mbale district) in the year 1982-1988.
8. That on the 17th day of May, 2019, the said Burundo Alex gazetted a deed poll wherein he was changing from the name of BURUNDO MUNGOMA ALEX to BURUNDO MUNGOMA MUSINGO ALEX.
9. That available records indicate that this primary school never had a UNEB examination number by that time and no candidate ever sat for PLE exams as claimed by Alex Burundo.
10. Our clients have witnesses who are ready to testify this to that effect in any forum whether in the tribunal or courts of law. These include among others his classmates and teachers in Primary and secondary school.
11. It is not true that the said Burundo Alex was admitted at Mbale Secondary School for “O” Level and later Aggrey Memorial School for “A” Level where he was using the name Musingo Alex.
12. It was a surprise that in 2615, he presented during the nominations the academic documents for Musingo Alex in order for him to qualify for nomination as aspirant for NRM, Bulambuli County, Bulambuli District Parliamentary Elections .
13. He has done the same process this time round and has already been nominated as one of the Candidates contesting for the position of NRM flag bearer for Bulambuli County.

Our Clients’ findings are as follows;

1. i) That the said Burundo Musingo Mungoma Alex who is actually called Burundo Alex is not and has never been a holder of the said academic documents and is misrepresenting himself as such.
2. ii) That the said Burundo Musingo Mugoma Alex purported to have denounced the use of his alleged previous names (Musingo Alex) under deed poll and therefore ceased to be known by those names.

iii)           Available records show that he has never been known by those names but by the names Burundo Alex. (See salary payment slips from Bulambuli district and voters’ cards among others.)

iv.)          That the said candidate is not truthful and makes lies on oath thus is guilty for the offence of personation and utterance of false documents.

v.)           That he misrepresented himself to the Electoral commission of Uganda and was nominated and elected in 2616 to represent Bulmbuli as the Member of parliament based on an unregistered deed poll.

vi.)          That the acts of Burundo Alex are criminal, fraudulent, forgery of academic qualifications among others, amounts to misrepresentation, personation and utterance of false documents and have caused financial loss to the government of Uganda.

vii.) That the said Burundo Alex lacks the requisite academic documents to be nominated as candidate for parliamentary elections and his nomination should be disqualified with immediate effect.

That based on the above stated facts, are to invite the NRM Electoral Commission to investigate him for the false academic documents, impersonation/ misrepresenting himself to the Government of Uganda using 3 (three) different names and earning a salary from the tax payer’s money and disqualify him.

Our instructions are therefore to petition the NRM Electoral Commission, Secretariat and Government of Uganda to investigate the said BURUNDO ALEX ALIAS MUSINGO ALEX, BURUNDO MUSINGO MUNGOMA ALEX, BURUNDO MUNGOMA MUSINGO ALEX, nullify his nomination and disqualify him from further participating in the primaries of the NRM party and the National Elections of the Government of Uganda. This will go a long way to avoid unnecessary legal  implications and challenges in courts of law to the detriment of the NRM party whose candidate may be disqualified from the race by court orders or Electoral Commission.

For any further information, our clients and other witnesses are willing to provide you with further and better particulars to prove these facts for the good of the NRM party and our country Uganda. This petition is copied to the NRM Legal department.

As the NRM Electoral Commission begins to examine the petition, the public and party members alike are left asking: Is Burundo Alex truly qualified, or has the system been deceived by a carefully constructed false identity?
