President Yoweri Museveni has ordered Gen Abubaker Jeje Odongo, the Minister of Foreign Affairs, to promote Jackie Kemirembe, an official at the ministry, who has held one position for up to 15 years.
Museveni has also directed Minister Jeje Odongo on promotion of contract staff under the ministry of foreign affairs, saying he has been receiving complaints from staff such as Jackie Kemirembe.
Kemirembe has been a third secretary at Uganda’s High Commission in the UK for 15 years. She was the one whose complaint Museveni took seriously and moved to act. She will now be promoted to the position of Counselor.
“Jackie Kemirembe who has been a third Secretary for over 15 years and brought this issue to my attention should be considered for promotion to Counsellor,” Museveni directed.
The directive will also see several other foreign affairs ministry officials who have been stuck in positions for up to a decade – as those who were recruited after them climbed up their career ladders – promoted.
“I have been receiving several complaints from staff that were appointed on contract in the Ministry of Foreign Affairs following my directives,” Museveni noted in his letter to Minister Jeje Odongo.
“They state that whereas they have been serving in the Ministry for over 10 years, they have never been considered for promotion and yet some staff who joined with them at the same rank have since been promoted.”
But for the promotions, Museveni advised that they should be made in a phased manner mindful that government may not have money to meet the wage bill arising from the decision.
“I have been advised that they can only be promoted following my directive. Given that these staff have been serving for a long period of time and possess the required qualifications and experience, I direct that they be considered for promotion,” directed Museveni.
“The promotions should be done in a phased manner given that the required wage bill may not be available in one financial year. Priority should be given to the years in service and qualifications.”
